The purpose of this modification to change maximum quantities, better describe software effort, change Depot Maintenance to Depot Repair, revise FAT and Initial delivery schedules, and revise solicitation issue date and proposal due date.

This requirement is for a five year (base year plus four ordering periods) Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price contract with a Time and Material and Cost Reimbursable CLIN structure. The requirement will consist of minimum quantity of 80 each and a maximum quantity of 1500 each for the Improved Data Modem (IDM)-304B Hardware Redesign, which will include Software Modification. Software Modification is to existing version (8.x) to develop and deliver version (9.2) using existing software designs while proposing the use of open software architecture and reusing government furnished information. Delivery of the completed software version 9.2 is 470 days after contract award. Spiral development of versions (X.x) will follow (effort of equal or greater complexity as version 9.2) for ordering periods 2 - 5, to be described by Task Orders and appropriate SOWs. The requirement will also include Engineering Services to identify and propose resolution to technical problems discovered after acceptance of the redesigned IDM 304B, Depot Repair of the IDM, Software Sustainment to provide necessary software engineering for SCR in previous and current IDM software versions, and Travel which will be specifically designed to enhance and augment the performance of earlier versions of the IDM for FBCB2-Air (Force XXI Battle Command Brigade and Below) on the AH-64D, OH-58D, UH/HH/MH-60M, CH-47F and the ARH-70A. The IDM has user interface requirements for interoperability with current and future Army Battle Command Systems (ABCS). The IDM-304 is a communications modem that satisfies Army Aviations requirement to perform message processing and routing functions utilizing six, half duplex channels. The required delivery for the IDM-304B Hardware First Article is 6 each, no later than 365 days after contract award, with delivery to U.S. Army PEO Aviation, Redstone Arsenal, AL 480 days after contract award. Initial production deliverables will begin 470 days after contract award. Inspection and Acceptance for the First Articles will be at Origin. FOB Point is Destination. A Production Acceptance Test (PAT), Hardware Qualification Test (HQT) and Environmental Stress Screening shall be conducted in accordance with the Government approved test plans. A Formal Qualification Test (FQT), in accordance with Government approved Software Test Plan and Software Test Description utilizing IDM-304B hardware is required. This requirement is a 100% Small Business Set-Aside in accordance with FAR 19.502-2, NAICS Code 334290 with a small business size standard of 750 employees. Firms that recognize and can produce the required items described above are encouraged to identify themselves. The solicitation was issued on July 9, 2008, with a proposal due date of August 20, 2008. This acquisition is being issued as a Small Business Set-Aside. By U.S. Law, participation in Small Business Set Asides are restricted to U.S. Small Businesses, therefore foreign requests for this solicitation will not be honored.
