Background: The development of a Global Information Infrastructure (GII) is a high priority for the Clinton Administration. Advances in information and telecommunications technologies have already created a nascent GII. The Clinton Administration believes that a superior GII -- more versatile, fully interactive, with higher capacity, less expensive than existing systems, and more accessible to people around the world -- can and will be built.
