The U.S. Geological Survey (USGS), Geologic Hazards Team (GHT), Central Region has entered into an agreement with the Nuclear Regulatory Commission (NRC) to support and assist the NRC in reviews of site license applications for nuclear power plants. In coordination with the USGS-GHT, the Coastal & Marine Geology (CMG) Team of the USGS Western Region will provide additional support to review tsunami hazards for the NRC. The NRC anticipates the filing of six (6) Early Site Permit (ESP) or Combined License (COL) application reviews that will need tsunami reviews in the next several years. USGS-CMG technical expertise will be directed at reviewing hydrologic safety issues for each site as related to various aspects of tsunami hazards, including determination of probable maximum tsunami, tsunami source characterization, tsunami propagation, wave runup, drawdown, and inundation. To augment this project, the USGS will utilize the abilities of a contractor who has sufficient regional and technical expertise in hydrodynamics and nearshore processes in the Central and Eastern United States to participate in these safety and environmental reviews of the site applications.

The USGS intends to obtain these services through a noncompetitive procurement in accordance with Federal Acquisition Regulation (FAR) 6.302-1 and the procedures of FAR Part 15. The intended contractor is Professor Patrick J. Lynett, Texas Engineering Experiment Station, College Station, Texas. Other interested concerns having the ability to meet the USGS' requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for proposal 08WRSS0015 will be made available to Texas Engineering Experiment Station on or about 23 May 2008.

This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-25, effective 22 Apr 2008.
