Abstract |
The Canadian Grain Handling and Transportation (GHT) industry is imperfectly competitive. At the same time, the grain industry is adjusting to a less regulated and unsubsidized environment with railway branchlines being abandoned and high throughput elevators being built. While physical infrastructure is rapidly changing, the institutional setting, by contrast, seems to be frozen in a bygone era. The unique market structure of the GHT industry makes it difficult to strike the right competitive balance. Improvement in the competitive environment could help move the GHT industry in the right direction. Railcars are an essential element in the GHT industry and, if access to railcars became more competitive, so should the entire market. In particular, a highly fluid market in railcars could improve the indirect competition among railways and their corresponding supply chains. In this paper, the authors recommend a new institutional relationship for ownership of the government railcar fleet called Grain Car Canada (GCC). GCC is an electronic railcar allocation system that would operate a railcar leasing pool on a purely commercial basis while maintaining not-for-profit status. The GCC system is described in detail. |
