TREATMENT OF TARIFFS:

For animal fats not subject to Mexico's licensing requirements, such as beef tallow, Mexico is phasing out the 10- or 20-percent duty over 10 years. U.S. duties on similar animal fats were phased out immediately upon enactment of the NAFTA on January 1, 1994.
With the exception of one Mexican tariff line on pigskins, trade in hides and skins became duty-free upon enactment of the NAFTA. Many U.S. and Mexican items in this category were already traded duty-free.
For live poultry, the United States eliminated all duties immediately. Mexico's duties of 10 to 20 percent will generally be phased out over 10 years. (See below for treatment of one category of baby chicks.)

TREATMENT OF QUANTITATIVE RESTRICTIONS:

Upon enactment of the NAFTA, Mexico converted its previously existing import licensing regime for imports of baby chicks from the United States to tariff-only treatment. The import license and 10-percent duty were converted to a 50-percent duty, which is being phased out over 10 years. For 1998 the Mexican tariff rate for imports of baby chicks from the United States is 25 percent.
