*The 2001 monthly arrivals for September - December 2001 have
been revised and are now final arrival figures. The reason for the
revision was due to a Immigration and Naturalization Service (INS)
policy change after September 11, 2001. Starting in September 2001,
transit passengers as well as visitors to the United States must
complete an INS I-94 entry form. To keep the data comparable and
provide information on only travelers who visited the country, the
transit passengers must be deleted from the arrival counts. So,
OTTI obtained additional INS data to eliminate the transit passengers
from the arrival counts. This was done by matching the arrival record
to the departure record for all travelers to the USA. By reviewing
the length of stay, transit passengers could be eliminated from
the counts. The revised data is not directly comparable to previous
arrival counts.
