This acquisition will use a trade-off analysis to make a best value award decision. The Government will extend as many as three offers resulting from this request for quote to the responsible contractor(s) whose quote(s), conforming to the request for quote, will be most advantageous to the Government. Quotes will be evaluated based on the stated evaluation factors. The proposed evaluation factors are (1) German Language Proficiency, (2) Education, (3) Experience ((3.1.) Teaching Experience, (3.2) Working in a Government or Military Environment, (3.3) Development of German/Deutsch als Fremdsprache /German LSP instructional or test materials), (4) Past Performance, and (5) Price.
