Plans for Outreach

In collaboration with research and practice community, the National Institute on Educational Governance, Finance, Policymaking and Management (GFI) is developing a research agenda to guide long-term research, development and dissemination programs that will help states, districts, and schools improve educational opportunities for all students. The Institute will focus on priorities and problems recognized as critical by policy makers, administrators, parents, practitioners, citizens and business groups, and other individuals and groups actively engaged in education reform. One task of the Institute will be to work collaboratively with national organizations, associations, and governmental agencies engaged in supporting or monitoring education reform, both to advance the field and to establish a regular, systematic means for assessing clients information needs.

The Institute also will maintain an on-going program of activities designed to inform clients about educational research development related to the governance, finance, and management of education and the overall policies that guide them.

Study of Charter Schools

The Governance and Finance Institute (GFI), in cooperation with the National Institute on Student Achievement, Curriculum and Assessment, and the National Institute for the Education of At-Risk Students, is sponsoring a Study of Charter Schools. The four-year study will include an annual survey of all charter schools, site visits to a sample of charter schools and a study of student achievement. The contractor on the study is RPP International of Berkeley, California.

An interim report of findings of this study is now available at this web site. The new report A Study of Charter Schools: First-Year Report (May 1997) presents the first definitive study of almost all (90%) of charter schools in operation as of the 1995-96 school year. The report reviews the state role in the charter movement, describes basic characteristics of charter schools and their students, and discusses why charter schools are founded and what barriers they encounter.

Study of Education Finance Equity, Adequacy and Productivity

The Governance and Finance Institute (GFI) has contracted with the National Academy of Sciences (NAS) to conduct a comprehensive Study of Education Finance. The study focuses on financing K-12 education in the United States. The fundamental purpose of the study is to substantially advance the theory and practice of education finance in the United States of America.
