Globalization of Production: A Report to Congress

The Omnibus Trade and Competitiveness Act of 1988 (P.L. 100-418) directed the SBA to analyze the effects of outsourcing on small firms. Despite the concern expressed by some that offshore sourcing could pose a threat to U.S. manufacturing, outsourcing appears not to have prevented job growth in small manufacturing firms: small firms increased their share of manufacturing jobs in general, as well as in 22 of 26 semi-finished processing
industries most vulnerable to outsourcing. Case studies on two small-business-dominated industries, precision metal forming (SIC 346) and automotive parts (SIC 3714), however, suggest that outsourcing had a negative effect on U.S. firms in those industries.

The Regulation of Small Retirement Plans: A Reexamination of the Top-Heavy Rules and Incentives for Small Employer Pensions

Small business lags behind large business in the provision of pension benefits: research in the early 1980s revealed that in firms with fewer than 25 employees, approximately 19 percent of workers were employed in firms that sponsor retirement plans compared with 86 percent of workers in firms with 500 or more employees. This publication summarizes the proceedings of a one day forum sponsored by the SBA's Office of Advocacy on January 27, 1987. The forum focused on incentives for small employers to provide pensions and on the "top-heavy rules"-a special set of requirements applicable to most small retirement plans.
