This is a combined synopsis/solicitation for commercial items from the US Fish and Wildlife Service for the replacement of a boat engine prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 801818Q549 and is issued as a Request for Quotes (RFQ). RFQ 801818Q549 may be viewed thru a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at "http://www.fedbizopps.gov". No further notice will be posted on Fedbizopps. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. This is a Set Aside for Small Business. The NAICS is 441222 and the small business size standard is $6.5 million. The requirement is as follows: GENERAL: Arcata Fish & Wildlife Office (FWO), 1655 Heindon Rd, Arcata, CA currently has a 25 ft commercial grade Boston Whaler boat; hull wt between 3500 and 4500 lbs; max hp 300 with a Volvo AQAD41A 160 to 200 hp depending on how injected, 4 stroke (1140 lbs). that has to be replaced. SCOPE: The Scope of Work is to repower with a new Volvo D4 225 hp, new outdrive needed with adapter plate and new propellers. Vendor has to be no more than approximately 125 miles from the Arcata FWO as the boat will have to be towed to vendors shop. Vendor must have prior experience repowering diesel engines. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Arcata FWO personnel will tow the boat to vendor's location. Vendor should be no more than 125 miles in distance from Arcata FWO. Work should be completed by December 31, 2008. INSPECTION AND ACCEPTANCE: Work will be subject to observation and inspection by U.S. Fish and Wildlife Service personnel. Acceptance of work is contingent on final testing of engine and boat in the water. TECHNICAL COORDINATOR/INSPECTOR: Greg Stutzer will be the Technical Coordinator/Inspector, Arcata FWO (707) 822-7201. Federal Acquisition Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Federal Acquisition Provision 52.212-2, Evaluation-Commercial Items, is included in this solicitation and the evaluation criteria are 1) Past performance for similar work performed over the last three years, and 2) Price. All evaluation factors when combined are of equal importance. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Federal Acquisition clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
