Spare Parts for the First Variant of the Legacy Warfighter Information Network-Tactical (WIN-T) Increment 1 Systems (Lots 1-9)
The CECOM Contracting Center-Army Contracting Command, Fort Monmouth, NJ 07703, intends to procure on a Sole Source basis spare parts for the First variant of the legacy Warfighter Information Network- Tactical (WIN-T) Increment (Inc) 1 Systems (Lots 1-9) from General Dynamics, C4 Systems, Taunton, Massachusetts. The proposed acquisition is for spare parts necessary to provide full and correct complement of initial spare parts to field WIN-T Inc 1 Systems and to sustain already fielded WIN-T 1 Systems down to the BCT level. This requirement is only the first variant of the WIN-T Inc 1 System (Lots 1-9). The WIN-T Inc 1 System is an automated communications networking system that provides Warfighters with voice, data, and video communications. It consists of satellite-based Beyond-Line-Of-Sight communications equipment and network based equipment. The WIN-T Inc 1 System provides tactical users with an interface to strategic data networks and commercial, Joint, Combined, and Coalition communications systems across multiple security levels, and Networking-at-the Halt. The WIN-T Inc 1 System was formerly called the Joint Network Node-Network (JNN-N). There are two variants of the WIN-T Inc 1 System. The first variant is the legacy version. The second variant is the WIN-T Inc 1 System and is known as lot 10 and beyond. The total estimated price of the proposed action is $10.5M.
This requirement is for provision of Brigade Spares Kits made up of initial spare parts needed to fully outfit units using Spirals 1 through 7 versions of WIN-T Inc 1 Systems that were not provided their initial complement of spare parts. The contractor shall produce or acquire, test, mark, kit, package, and ship a quantity of 32 each Brigade Spares Kit. The spares comprising these kits shall be produced or acquired in accordance with the requirements associated with the NSN or Part Number, as originally provided in the systems delivered under Spirals 1-7 of WIN-T Inc 1.
The rate of delivery shall be 8 kits per month, starting 150 days after contract award. Commercial packaging shall be used. Inspection and Acceptance shall be at origin and the delivery shall be to Fort Bragg, North Carolina.
The items and quantities that make up each kit are set forth below. The contractor must provide all of the items in each kit.
In accordance with FAR 6.302-1-Only One Responsible Source, this acquisition will be conducted as a sole source. General Dynamics, C4 Systems is the designer and only producer and integrator of the WIN-T Inc 1 System. The Government does not possess a complete Technical Data Package (TDP) for the first variant of the legacy WIN-T Inc 1 System(s). All responsible sources may submit a proposal which shall be considered by the agency.
