Introductions

Rick Khan, Program Manager, Department of Energy (DOE), Federal Energy Management Program (FEMP), opened the meeting by welcoming the group and taking a roll call of attendees by agency.

Mr. Khan noted that FEMP staff Rick Klimkos and Shelley Launey took advantage of a buy-out offered by the Office Energy Efficiency and Renewable Energy (EERE) and fulfilled their final working day on November 3, 2006. Mr. Khan recognized Mr. Klimkos for his seniority in the organization and over 30 years of service to DOE and Ms. Launey for her contribution to FEMP since joining in April and previous service in other areas of DOE.

Mr. Khan updated the group on changes in key points of contact and staffing for FEMP. Brian Connor, DOE/FEMP, former team lead for the Design, Operations, Maintenance, and Procurement (DOMP) team. Currently Mr. Connor is detailed to the wind program where he is interfacing with Department of Defense (DOD) on wind technology. Cyrus Nasseri, DOE/FEMP, is acting DOMP team lead and on the Task Force. Brad Gustafson, DOE/FEMP, will replace Mr. Klimkos as the point of contact for the Task Force and annual report. Mr. Khan added that FEMP is processing the hire of two positions, a Program Analyst and a Financing Representative, and expects to have the new staff on board soon.

Agency Updates

Mr. Khan requested that each agency report briefly on their current major activities.

Charles Johnson, Department of Agriculture (USDA), reported that USDA has nominated nine buildings for Energy Efficiency Expert Evaluation (E-4) surveys. USDA has begun preparations for its annual report. Mr. Johnson reported that USDA is assessing and verifying FY 2003 data and FY 2006 data as well as fulfilling action items for its Presidents Management Agenda (PMA) energy scorecard.

Gene Crank, DOD/Department of Navy, was reporting for Commander Brad Hancock. DOD is receiving prompt reporting from organizations and contractors to include with the information for the annual report. Mr. Crank expects DOD to submit the annual report in a timely manner.

Mr. Nasseri, reported that DOE is preparing for the annual report and already receiving information from its sites. Mr. Khan acknowledged that the date of the Task Force meeting marked the seventy-fifth anniversary of DOE's Lawrence Berkeley National Laboratory (LBNL), the oldest laboratory in the country. On July 31, 2006, Mr. Khan visited the laboratory. Recently the DOE laboratory directors met at LBNL. The agenda topics included energy efficiency at laboratories. In preparation for the meeting, FEMP prepared briefing books for Assistant Secretary for EERE Andy Karsner to use for persuading laboratory directors to meet energy efficiency goals.

Mark Ewing, GSA, reported that GSA has seen a 4.4 percent reduction in energy intensity in FY 2006 compared to the 2003 baseline. GSA is actively collecting information from eleven regions for the narrative component of the annual energy report. Mr. Ewing reported that those facilities seeking delegation from GSA will need to allow a few months longer than in the past since the Administrator has begun centralizing requests. The delegation of authority for electricity rate negotiation is also subject to renewal with DOE and DOD.

Diana Hirshfeld, Department of Health and Human Services (HHS), reported that HHS has completed its metering plan. HHS is collecting information for the annual report. HHS has been coordinating several training activities and intends to produce a training session on ESPCs with the assistance of Bill Raup, DOE/FEMP.

Steve White, Department of Homeland Security (DHS), reported that DHS will hold a Chief Administrative Officers' (CAO) Forum 2007 from January 9-11, 2007 at the Mandarin Oriental in Washington, DC. The forum will highlight the variety of functions handled through the Office of the CAO and discuss Department-wide initiatives and topics of interest. One track will be dedicated to energy, including a session on energy, environment, and real property. The Forum is by invitation only with 600-700 participants expected. DHS is in the process of manually collecting information for the annual report. DOE's National Renewable Energy Laboratory (NREL) will provide assistance to DHS with the task of automating data collection beginning next month. Mr. White reported that DHS is engaged with the Army Corps of Engineers for developing critical power applications. DHS has three ESPCs near completion or awarded. An ESPC project at the Coast Guard in Baltimore, Maryland, has installed a cogeneration project using landfill gas purchased from the City of Baltimore. The Coast Guard anticipates surplus electricity which will be sold back to the grid.

Julie Rios, United States Postal Service (USPS), was introduced by Mr. Khan as the energy coordinator for USPS. Mr. Khan and Ms. Rios have met and discussed opportunities for FEMP and USPS to collaborate. Ms. Rios, a few months into her position, is reports directly to the Deputy Postmaster and oversees comprehensive strategic energy planning for the entire agency. The number of facilities and a manual mechanism of collection are a challenge to collecting data at USPS. Ms. Rios is interested in learning from other members of the Task Force and is looking forward to sharing information and to participating with the group.

David Zimmerman, Tennessee Valley Authority (TVA), reported that TVA is in the final stages of implementing an energy process throughout the entire agency. TVA is incorporating energy, water management, and sustainability into a resource design process in all buildings. Additionally, the budget is being developed to incorporate advanced metering. Mr. Zimmerman reported that TVA has completed a significant upgrade to its database used to track facility energy use.

Catherine Johnson, Department of Transportation (DOT), reported working on the annual report. She inquired about the deadline for PMA energy management scorecards. Mr. Khan will provide the group with a deadline once he discusses it with OMB. The OMB scorecards are needed to complete EPACT reporting which is due January 1. Shab Fardanesh, DOE/FEMP, noted for the similar scorecard for transportation that FEMP asks agencies to provide data by December 1. Mr. Khan added that questions about the annual report may be directed to Mr. Gustafson who has replaced Mr. Klimkos as the point of contact.

Wayne Thalasinos, National Aeronautics and Space Administration (NASA), reported that NASA is utilizing late FY 2006 funding appropriated to its field centers for small scale efficiency and metering projects. NASA is conducting a benchmarking effort which focuses on assessing buildings formerly exempt and then assigning the buildings to the updated category. NASA is visiting field centers individually on a standard three year cycle. Each field center will be evaluated and reviewed on how energy is being utilized. NASA still needs to submit its metering plan to FEMP.

Les Smith, Department of the Treasury, reported that Treasury is in the process of completing its annual report.

CJ Cordova, Department of Veterans Affairs (VA), reported that VA has been implementing a new plan approved in September. VA just held the first briefing for a set of actions that the plan called for being completed with three months. VA is working to prepare its annual report and baseline. Ms. Cordova reported that VA is working to implement several short term energy projects, including contracting for energy audits. Also, VA is pulling together its metering plan, procuring additional alternative-fueled vehicles, and implementing centralized bill paying and auditing. NREL is providing assistance for the development of solar projects using private incentives and soliciting expertise for metering projects. VA is using commodity purchasing and bill auditing to save money, with energy savings also a focus. Ms. Cordova reported that VA is collaborating with FEMP to implement Super ESPCs with plans to conduct a training session in its business center. VA has also submitted many E-4 applications to FEMP.

Terry Watson, Smithsonian, reported that the Smithsonian has achieved a $2.7 million cost avoidance and 6 percent reduction in energy use since April. The Smithsonian has received a high level facility management award and an American Institute of Architects (AIA) sustainable design award. The Smithsonian is in the process of hiring for the position of Public Utility Specialist.

Regina Larrabee, Department of Commerce (DOC), reported that DOC is working on preparing its annual report. Two sites being considered for ESPC are now instead using other approachs. One site will use a UESC and the other will use funds directly from the Capital Improvement Plan. Ms. Larrabee reported on PMA energy scorecard items. DOC is working on strategic implementation and water management plans. The sustainability building MOU plan is under development and should be completed by the end of the year.

Mr. Khan thanked the group for providing information on their agencies' energy activities.

New Business

Mr. Khan noted that FEMP is primarily supported by four laboratories: National Renewable Energy Laboratory (NREL), Lawrence Berkeley National Laboratory (LBNL), Pacific Northwest National Laboratory (PNNL), and Oak Ridge National Laboratory (ORNL). The laboratories provide extensive knowledge and technical expertise. Laboratory budgets are tight and more administrative work is shifting to private contractors. Mr. Khan is seeking ways to maintain and continue the expertise contained within the labs. He invited all agencies pursue their energy efficiency assistance needs with the labs either directly or through FEMP. Mr. Khan suggested that agencies partner with labs and co-fund activities able to benefit all of the federal government. Chris Payne, LBNL, added that all labs have a local presence in Washington, DC and are able to draw upon resources across the country.

Mr. Khan read a letter from high school students he met when in New York. The letter thanks FEMP for helping them thinking about energy management issues.

Mr. Khan proposed that the next Interagency Energy Management Task Force meeting be devoted to a strategic planning session. The session will be held for one or two days with break-out sessions and professional facilitators. Mr. Khan stated the purpose of the strategic planning session to determine what agencies' needs are, how FEMP can provide assistance, and how FEMP and other agencies can work together with an emphasis on team effort. Full attendance by the Task Force members is expected. All agencies and stakeholders are invited to attend the entire session. The event will tentatively replace the next Task Force meeting on the third Wednesday of the month, Wednesday, January 18, 2007, and will be held at DOE's Forrestal building.

The desired outcome of the strategic session will be a three year roadmap to guide FEMP. Mr. Crank suggested that an agenda or list of topics distributed before the event would be useful. Mr. Gustafson will distribute information for all participants to respond to it in preparation for the planning session. Mr. Zimmerman inquired who can attend the session. Mr. Khan responded that it will be an open session with laboratories, contractors, agencies, and industry present. Ms. Rios suggested that key topics should be identified in order to have a targeted discussion and focus on path forward. Ms. Fardanesh added that the transportation group had success with round table discussions. At least one expert headed each table and led discussion, which resulted in numerous beneficial ideas.

Ms. Johnson asked if the new Executive Order (E.O.) will be signed by the time of the meeting. Mr. Kahn expressed that it would be helpful if the E.O. would be in place for the strategic planning, but indicated that the session was needed in any case. Mr. Thalasinos expressed that if the E.O. was signed the it be incorporated into the agenda of the meeting. Mr. Khan concluded that the next Task Force meeting will be postponed to have a strategic planning session. The Task Force will hold a regular meeting if the planning session has to be postponed.

Working Groups and Committees

Bill Raup, DOE/FEMP, gave an overview of the ESPC Federal Steering Committee. The committee has been engaged in the ESPC blitz. The investment value of ESPC awards in FY 2006 doubled the FY 2005 amount. There were 22 delivery orders awarded resulting $164.4 million in project investment. The committee discussed training and workshops in response to feedback about difficulty accessing training. More future trainings and workshops will be held online. In addition, the introduction training course will be modified to address all private sector financing.

David McAndrew, DOE/FEMP, reported on the activities of the Federal Utilities Partnership Working Group (FUPWG). The group last met November 1-2, 2006, in San Francisco, California at the PG&E Energy Center. The meeting had a strong turn-out of ninety participants. Among the presenters, Commissioner Dian M. Grueneich, California Energy Commission (CEC) addressed California's energy efficiency and demand management programs and other initiatives. California is using conservation and renewable energy to reduce load and investing money to renovate buildings in order to address requirements for new capacity. The group has a call out to members to revise its enabling documents. The group has created new ordering agreement samples and contract samples that are standardized for easier input of the agency-specific information. Mr. McAndrew will distribute the sample agreements for the Task Force to review. Mr. Ewing commented that the presentation on UESC investment on financed utility projects was well-done. The next meeting of the FUPWG will be May 1-2, 2007, in Cocoa Beach, Florida, hosted by Florida Power and Light Company. Shab Fardanesh, DOE/FEMP, briefed the group on the activities of the Interfuels Committee, which meets on the second Wednesday of each month, and is open to all interested transportation managers. She reported that the last meeting of the group was combined with a GSA customer service meeting and focused on ethanol. The manager of the Pentagon's Citgo station gave a presentation. The group is working with DOE's Clean Cities, biomass group, and PNNL to create goals for ethanol output measured in gallons with a de-emphasis on the number of stations offering ethanol. Ms. Fardanesh noted that the replacement of E10 for MTBE has decreased the amount of E85 in production. E85 is the main focus for delivery of ethanol with 1,000 stations operational.

Cyrus Nasseri, DOE/FEMP, reported on the activities of the Procurement Working Group. The group last met on October 12, 2006 while Ms. Launey was still chair. The group discussed the enforcement of products related to the Energy Policy Act of 2005 section 104 which mandates agencies to procure energy efficient products. The General Counsel is working with Defense Logistics Agency (DLA) and GSA on a notice of proposed rulemaking on energy efficient products. Once the new rule is made, it will be published in the Federal Register in the next few months. Mr. Nasseri gauged interest to determine if the working group should continue.

Will Lintner, DOE/FEMP, provided information on the activities of the Renewable Energy Working Group and its progress on EPACT 2005 guidance on renewable energy for use in FY 2008 reporting. The guidance has been progressing through the EERE management chain. The General Counsel became involved in order to ensure agency compliance with EPACT, and due to high interest, comments, and questions Mr. Karsner became involved as well. Draft guidance will be available for comment upon completion of review before the end of the month. The next meeting will be scheduled after the guidance is released.

Mr. Lintner also reported on the activities of the Sustainability Working Group. At the last meeting, the group discussed the process for implementing the MOU and a draft plan for engaging agencies by January 1, 2007. The draft plan is on the environmental scorecard. The group will next meet on November 21, 2006. Mr. Lintner noted that Matthew Gray, DOE/FEMP, has begun coordinating the meetings.

Annie Haskins, DOE/FEMP, updated the group about the activities of the "You Have the Power" (YHTP) Committee. The group is now developing messaging, awareness themes, and graphics for the Federal Fleet program. The products will be incorporated into the material distributed for the You Have the Power campaign. The group is in the process of updating the YHTP campaign logo and materials with a fresh, new look. Ms. Haskins announced training modules for this year will be produced in video and available as web site download to compensate for increased travel costs. A facility manager will demonstrate a success story. The modules will depict the decision processes used by federal facility managers in determining the methods and technologies used for the upgrading and retrofitting of various federal facilities, with a focus on ESPCs, UESCs, Renewables. Ms. Haskins requested feedback on a topic for a fourth training module and O&M was suggested.

Ms. Haskins questioned if the YHTP Energy Champion campaign is worth continuing and requested Task Members to provide feedback on keeping the campaign or investing the money elsewhere. Since no objections were stated with continuing with the Energy Champion award series, preparations for the 2007 YHTP Energy Champion award series nomination and information packages will be sent to Agency Coordinators soon. Nominations for Energy Champions will be due in early January. Plans and ideas for Earth Day 2007 celebrations are underway. Any agency suggestions for Earth Day themes or events should be sent to Ms. Haskins at annie.haskins@ee.doe.gov. The committee's next meeting has been postponed until early January.

Energy 2007

Mr. Khan reported that the Energy 2007 Workshop planning is underway. Potential topics for the workshop were discussed at the last planning committee meeting. Mr. Khan was pleased to recognize the Department of Defense will again sponsor the workshop. Commander Hancock, DOD, will serve on the executive board. Also, Ms. Farandesh will replace Rick Klimkos on the planning committee.

The next meeting of the planning committee will be in two weeks in New Orleans. Energy 2007, which will be held August 5-8, 2007, has up to date information on the web site http://www.govenergy.com.

FEMP Team Reports

Mr. Bill Raup reported on the activities of FEMP's Finance Acquisition Support Team. Under the ESPC blitz, nine projects have been awarded with another two projects, Savannah River and the Coast Guard's Kodiak, are currently in the pipeline for the November 22, 2006 award deadline. An additional four projects dropped out. The total projects represent a $74 million investment value, which exceeds the total awards in FY 2005. Mr. Gustafson added that the Kodiak facility awarded the first Super ESPC in FY 1998. Mr. White stated that the Elizabeth City project was awarded on September 9, 2006 and the Coast Guard has completed negotiating Kodiak with an award coming out soon.

Mr. Khan remarked that he would relay to Mr. Karsner the success of the ESPC blitz. Mr. Khan noted further that the blitz has been successful regardless if all projects are not awarded by the deadline, because aspects of the project development cannot be rushed. Mr. Khan acknowledged Tom Hattery, DOE/FEMP, for managing most of the projects. He noted that the frequent meetings of ESPC champions have been helpful throughout the blitz.

Mr. Khan explained that the blitz will be expanded for the next phase, Energy Project Investment Challenge (EPIC). He distributed a draft "Recommendations of the Agency ESPC Champions Task Force on Guidance for Implementation of the Energy Project Investment Challenge (EPIC)" to institute on November 22, 2006, when the blitz concludes. Mr. Karsner is encouraging for faster goals to achieve energy efficiency. The draft plan calls for the creation of a subgroup within the Task Force to represent agencies and to work with DOE/FEMP to clarify implementation goals with relevance to EPACT and EPIC goals. In order to achieve these goals, information may be drawn from existing reports or may need to be supplemented with additional reporting. Mr. Khan asked federal agencies to compare the timeline of milestones for the EPIC to agencies' planned activities and specific upcoming projects that will use private sector financing. The agencies will submit an implementation plan on January 1, 2007 separate from the annual report and the subgroup of Task Force members would begin modifying the EPIC implementation plan for future years. Mr. Khan requested for agencies to comment on the draft plan.

Mr. Ewing remarked that GSA is unable to provide information requested for FY 2007 because the only information available is disparate, thus too general to be used. There is an audit requirement of ten percent, but milestones of individual projects change frequently. Mr. Khan wanted to know how much retrofitting is needed to meet the EPACT goal and how much of that can come from private sector financing. He requested a brief plan and timeline that is refined by individual agencies for implementing project awards. Ms. Johnson remarked that the amount of reporting associated with the plan is too burdensome. Ms. Heying noted that the projects of DOI are not large enough to be attractive for private sector financing and may not be able to address the level of detail requested.

Mr. Thalasinos requested for priority to be placed by helping with and creating a challenge from existing goals and renewables guidance before inserting the new EPIC requirements into federal agencies' activities. He expressed that the strategic planning session envisioned should be the first step in the process of implementing new recommendations and requirements. Mr. Khan stated that energy efficiency needs appropriate investment and argued for the need to develop or modify plans with detailed paths forward. Mr. Raup mentioned the six basic elements of each agency plan, and suggested for concurrence on these elements or how they should be modified, and then let each agency develop according to their own timeline.

Mr. White expressed that the projects need more flexibility than what the plan provides and he cannot micromanage the projects to the level of specificity requested. He asked if the EPIC was in lieu of investment measures on OMB scorecards. Mr. Khan explained that the plan was independent from OMB. Ms. Larrabee found the request for more even more detailed information from the agencies to be offensive since agencies are already accomplishing all goals. She asked about the status of the renewables guidance and the new rule for new building design. Mr. Nasseri said the rule was submitted on August 8, 2006 and OMB has concurred with it. In the next few days or weeks it will be published and will outline how agencies can achieve energy consumption levels 30 percent below ASHRAE standards. There will be a series of workshop and seminars with guidance on how to implement the standards as well. Mr. Nasseri will send the group the rule when it is published in the Federal Register. Mark Wagner, Johnson Controls, remarked that the FEMP team role is to facilitate the plan and offer solutions, but cannot enforce a voluntary plan. Mr. Khan will propose a new method to implement the EPIC challenge and revise the planning requirements for agency consideration.

Proposed Executive Order Update

Annie Haskins, DOE/FEMP, distributed to the group a draft roll-out plan for agency input to a proposed executive order, "Enhancing Government Performance through Effective Environmental, Energy, and Fleet Management." The plan calls for developing a new FEMP fact sheet, holding a special meeting of the Task Force, posting information about the E.O. on the FEMP web site, sending electronic alerts, conducting a E.O./EPACT webcast, and adding a workshop dedicated to the E.O. at Energy 2007. The last draft of the E.O. was available to agencies for a brief review period around Columbus Day.

FEMP Team Reports, Continued

Brad Gustafson, DOE/FEMP, reported on the activities of the Planning, Analysis, Reporting, Communication & Coordination team and the status of the Super ESPC re-competition. He informed the group that the draft Request for Proposal is in development. Federal agencies will be able to comment directly on the draft Request for Proposals, and can view and comment on the three special notices about the re-compete on DOE's Industry Interactive Procurement System (IIPS): Notice of intent to re-compete; Notice requesting comment; and a Transition Plan, accessible at: https://e-center.doe.gov/. Click on "Browse Opportunities," select "Opportunities by Contracting Officer" in the drop-down box, then select "Daryl Berg." Federal agencies only may submit comments/questions directly to the Contracting Officer through email to espc@go.doe.gov. Availability of the draft will be broadcast through IIPS. A meeting for agencies to send legal and contracting officers to comment is planned for February 2007. If there is an interest, an additional meeting will be held for agencies only to discuss the draft Request for Proposals.

Mr. Nasseri reported on the activities of the Design, Operations, Maintenance & Procurement team. He reported that water management and sustainability component of the Federal Building Standards is in the process of going through full rulemaking. Accompanying the rulemaking will be a white paper on water use and sustainability for management, explaining how the rulemaking and MOU impact each other.

Will Lintner, DOE/FEMP, reported on the activities of FEMP's Renewables, Sustainability, and Technology Transfer team. He reported that the Laboratories of the 21st Century (Labs 21) conference was be held October 17-19, 2006 in San Antonio, Texas, with seminars and workshops and a special section on hospitals and sessions on DOE laboratories. Of the 550 participants who attended the conference, 20 percent were from federal agencies including U.S. Department of Agriculture, Environmental Protection Agency, Department of Defense, and Department of Energy. The next Labs 21 conference will be held October 2-4, 2007 in Charleston, South Carolina.

Thomas Hattery, DOE/FEMP, distributed and presented "Super ESPC—DOE FEMP Guidance and Assistance." Mr. Hattery focused on the role of the Federal Financing Representative (FFR) in the creation of a Super ESPC. The position acts as a centralized account manager which is the first point of contact for agencies. FEMP's three FFRs cover unique DOE regions with specialized knowledge in ESPC process and all FEMP services including technical assistance, project facilitation. FFRs target agency decision makers such as policy staff at national or site level, federal procurement officials, agency energy managers, and federal facility managers. An ESPC project begins with communications between a FFR and site contact. The contracts of FEMP's three FFRs have been extended until March 2008.

Next Meeting

The next regular Interagency Energy Management Task Force Meeting will be held on Wednesday, April 18, 2007. A full day strategic planning session for the task force will be held on Wednesday, January 18, 2007. If the planning session is cancelled, then the Task Force will hold a regular meeting on that day.

Mr. Khan thanked the group for a productive meeting. He intends to hold increasingly interactive meetings with more discussion amongst task force members.
