Identification_Information:

The ARC/INFO COUNTY100 polygon data set was extracted from the 100,000-scale state boundary ARC/INFO COUNTY100 issued by the USGS/WRD. Citation_Information: Originator: Scientific Assessment and Strategy Team (SAST) Publication_Date: 19950501 Title: COUNTY100 ARC/INFO COVERAGE Geospatial_Data_Presentation_Form: map Online_Linkage: http://edcwww.cr.usgs.gov/sast-home.html Description: The SAST ARC/INFO database is a comprehensive vector basemap of the Upper Mississippi/Missouri River Basin and contains attribute data suitable for performing a wide range of analyses and for generating thematic maps for counties and states throughout the flood area. Abstract: On January 10, 1994, the Scientific Assessment and Strategy Team (SAST) joined in the effort to provide scientific advice and assistance to officials responsible for making decisions with respect to the flood recovery in the Upper Mississippi River Basin. The 1:100,000-scale county boundaries for the Upper Mississippi/Missouri River Basin were extracted from the ARC/INFO data model supplied by the USGS/WRD. Purpose: The SAST utilizes the data in the Geographic Information System ARC/INFO data model for several reasons. ARC/INFO organizes geographic data using a relational and topological model. This facilitates efficient handling of the two generic classes of spatial data: Locational data describing the location and topology of point, line, and area features; and attribute data describing the characteristics of these features. Data_Quality_Information:

During ARC/INFO coverage development several modifications were made to the source data in order to generate a database with a common scale, uniform level of resolution, consistent coding scheme, and comparable (standardized) measurement data. Attribute_Accuracy: Attribute accuracy is estimated to be 98.5 percent. A check for illogical attribute combinations were performed both interactively and via batch procedures. Attribute_Accuracy_Report: Visual tests involved the review of check plots. The check plots were matched against the USGS 1:100,000-scale national map series. Attribute_Accuracy_Value: The accuracy of most attributes has not been explicitly tested against independent sources. Attribute_Accuracy_Explanation: Code attributes were reviewed by checking for invalid codes in the database using the ARC/INFO CODEFIND command. Invalid code combinations were checked using the ARC/INFO CONSIST command (codes were deemed invalid if they were undefined in the FIPS State code. CODEFIND identifies coding errors for item values in an INFO data file. CONSIST identifies illogical code combinations for multiple items in an INFO data file. Item values are compared against a series of user-specified conditions to identify illogical code combinations. Logical_Consistency_Report: All data were found to be topologically correct. No duplicate features are present. All lines intersect where intended. No undershoots or overshoots are present. The tests of logical consistency were performed by the ARC commands: BUILD creates or updates a feature attribute table for a coverage. It defines polygon topology when the POLY option is used. CLEAN generates a coverage with correct polygon topology. It edits and corrects geometric coordinate errors, and creates feature attribute information for each polygon (i.e., creates a PAT). CLIP creates a new coverage by overlaying two sets of features, which are the arcs. DISSOLVE eliminates arcs between adjacent polygons containing equal values. LABELERRORS lists all polygons which have either no label points or more than one label point. Completeness_Report: Data completeness reflects the content of the source USGS/WRD ARC/INFO data model. Features may have been eliminated or generalized on the source graphic, due to scale and legibility constraints. Positional_Accuracy: The positional accuracy of the SAST ARC/INFO database is consistent with the original USGS/WRD ARC/INFO county boundaries database. Horizontal_Positional_Accuracy_Report: The accuracy of the database components that originated in the USGS/WRD transfer format can be inferred to have the cumulative effects of data processing performed by the Scientific Assessment and Strategy Team (SAST). Horizontal_Positional_Accuracy_Value: The conservative estimate on the accuracy of the ARC/INFO 1:100,000-scale county boundaries is 0.01 inch. Horizontal_Positional_Accuracy_Explanation: Horizontal positional accuracy is based upon the use of the boundaries of areas such as census counties and countys from cartographic 100,000-scale maps. Positional accuracy between the USGS/WRD ARC data and the SAST ARC data files are within a 0.01 inches tolerance. Features with like dimensionality, and with or without like attribution, that are within the tolerance are adjusted by moving the feature equally in both the data set and coverage. Features outside the tolerance are not moved. Lineage: Data derived primarily from the 1:100,000-scale USGS/WRD ARC/INFO data. Source_Information: The ARC/INFO coverage was derived primarily from 1:100,000-scale ARC/INFO interchange export file supplied by the USGS/WRD. Source_Citation: USGS/WRD ARC/INFO export interchange files for the 1:100,000-scale county boundaries. Type_of_Source_Media: Unknown SAST Upper Mississippi/Missouri River Basin database ARC/INFO coverages. Source_Scale_Denominator: 100,000 Type_of_Source_Media: Unknown Process_Step: The SAST received the ARC/INFO polygon coverage of the county boundaries in the ARC Export interchange file COUNTY100.e00. Process_Description: The ARC/INFO interchange file is used to transport coverages, INFO data files, and other ARC/INFO files between various machine types. The interchange file contained all the coverage information and appropriate INFO data file information in a fixed length ASCII format. The IMPORT command in ARC/INFO, with the option COVER, was used to read the export file and to recreate the coverage along with its associated INFO data files. The ARC commands BUILD and CLEAN were used to recreate coverage topology. BUILD creates or updates a feature attribute table for a polygon coverage (.PAT). It defines polygon topology when the POLY option is used. CLEAN generates a coverage with correct polygon topology. It edits and corrects geometric coordinate errors, and and creates feature attribute information for each polygon (i.e., creates an PAT). Prior to creating each ARC coverage the SAST established the map projection and coordinate system as used to record x,y locations and coordinates for their geographic data base. The output projection, Albers, was defined in the .PRJ file using the PROJECT command in ARC. In ARC the coordinate precision is determined by the current processing rule as set by the PRECISION command. The ARC/INFO coverage COUNTY100 used the processing rule DOUBLE. Source_Used_Citation_Abbreviation: The 1:100,000-scale USGS/WRD county boundaries. Process_Date: In 1994 the 100K polygon coverage, COUNTY100, was imported into the SAST database.
