SYNOPSIS
Road Project: Nangarej to Mandal Road, Nuristan Province
The U.S. Army corps of engineers, Afghanistan Engineer District intends to issue a Request fro Proposal (RFP) to award Firm Fixed Price contract to design and construct approximately 60 km of 6 m wide gravel road with 1.5 m gravel shoulder. The project is from Nangarej (70.33266E 35.05905N) to Mandal (70.101976E 35.165549N) in the Nuristan Province of Afghanistan.
The final improved state for the road shall consist of a two lane gravel road 6 meters wide with 1.5 meter wide gravel shoulders on both sides of the road. Road design and construction shall be in accordance with the MRRD and MPW Standards, latest edition. Good drainage and erosion protection shall be constructed along the entire alignment as needed. Bridges, culverts, gabion crossings, concrete wadi crossings and other related drainage structures shall be constructed as required over rivers and wadis that contain water and deep drainages that fill with water during rainy season. Erosion control structures shall be constructed in flood areas to prevent road blockage and wash-out. Mountainous sections of road have steeper and longer grades and may require significant drainage and slope protection and blasting work. The contractor is responsible to verify site conditions. The award for this procurements will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 237310. The contractor shall furnish his own labor, materials, equipment, and security to accomplish the requirements. The estimated value of the base contract is between $5,000,000 and $10,000,000. The total schedule for completing the entire work is 365 calendar days after receipt of notice to proceed. The proposed contract will be awarded using Low Price Technical Acceptable. Solicitation Number W917PM-09-R-0027 will be available on or about 21 Dec 2008. Interested parties are advised to submit their proposal 40 days after issuance of the RFP which will be 31 Jan 09.

Requirements: DFARS 252.204-7004 Required Central Contract registration applies to this procurement. Prospective U.S. contractors must be registered in the Department of Defense CCR database prior to award. It is recommended that all other contractors register in CCR also. Lack of registration in the CCR database will make a U.S. offeror ineligible for
award.
