Proposed Cleanup Plans and Permit Modifications Released for Public Comment, U.S. Army Combined Arms Center and Fort Leavenworth, Leavenworth, Kansas

Introduction

The U.S. Environmental Protection Agency (EPA) Region 7 invites the public to comment on the proposed cleanup plans and permit modification for seven areas at the U.S. Army Combined Arms Center and Fort Leavenworth. 

The comment period begins March 17, 2008 and ends May 1, 2008.  Comments or requests should be submitted by May 1, 2008.

EPA will hold a public availability session on Tuesday, April 8, 2008 so community members can learn about the proposals.  EPA will be available to answer questions one-to-one.  All members of the public are welcome to attend anytime from 4 to 7 p.m. to ask questions about the proposed cleanup plans and permit modifications.
 
Background

Fort Leavenworth is an active U.S. Army installation where officers are trained for staff work.  Also, Fort Leavenworth provides long-term confinement for Military prisoners in the United States Disciplinary Barracks. Other significant activities include coordination of combined arms collective training and the National Simulation Center.  The Fort has been active since 1827.

Proposed Cleanup Plans

EPA has issued proposed cleanup plans for seven sites at Fort Leavenworth:

The proposed cleanup plans for these sites are contained in the Statements of Basis for each site, which describe the contamination and risks at each site and how EPA proposes to address them.  The sites and the cleanup plans are:

FTL-08 Sanitary Landfill

The existing landfill cap will be thickened and re-graded to better contain the waste and prevent water from entering the waste.  Surface debris will be removed.  The landfill cap will receive long-term maintenance and repairs as necessary. Land use controls will be implemented to ensure that the landfill cap will not be disturbed by excavation.  These controls will also prevent installation of domestic water supply wells and prevent use of the land for residential purposes.  Groundwater will be monitored to ensure that contaminant levels are decreasing.

FTL-57 Former Skeet Range

Surface soil containing lead shot will be stabilized in-place with chemical additives to render it non-hazardous.  The stabilized surface soil will then be excavated and removed, and the surface soil will be replaced with clean fill soil.

FTL-69, Diesel Tank Leak Area

Land use controls will be implemented to ensure that contaminants in soil will not be disturbed by excavation.  These controls will also prevent installation of domestic water supply wells and prevent use of the land for residential purposes.

FTL-70, Fuel Tanks Leak Area

Land use controls will be implemented to ensure that contaminants in soil will not be disturbed by excavation.  These controls will also prevent installation of domestic water supply wells and prevent use of the land for residential purposes.

FTL-71, Solvent Spill Area

Groundwater will be monitored to ensure that contaminant levels are decreasing.  Land use restrictions will be established to prevent installation of domestic water supply wells.  These controls will also prevent use of the land for residential purposes and they will require vapor intrusion mitigation measures in any new construction over the groundwater plume.

At FTL-23and FTL-24, investigations determined that no contaminants were present at levels exceeding screening values.  Therefore, no further action is recommended for these two sites.

Proposed Permit Modifications

The Resource Conservation and Recovery Act (RCRA) permit for Fort Leavenworth was issued in June 2000.  Since that time, investigations have gathered new data, and several cleanup actions have been performed.  EPA proposes three modifications to the permit in response to this new data and cleanup actions:

Public Comments

EPA encourages the public to review the Administrative Record and comment on the proposed cleanup plan. Comments or requests should be submitted by May 1, 2008.

     Guidelines for Commenting:

A formal public hearing has not been scheduled, but will be held if there is sufficient public interest.  Requests for a public hearing must be made in writing to the EPA contact at the address listed on page one and must state the nature of issues to be raised at the hearing.  EPA will evaluate any request and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the cleanup remedy. 

EPA will make final cleanup decisions only after the public comment period ends and all comments are reviewed.  EPA may modify the proposed remedy or choose another one based on any new information and comments from the public.
