Abstract The interim report documents the cooperation of a number of organizations and persons to develop a risk management approach to recreational boating safety and ways of assessing human error causes of boating accidents. Both areas represent opportunities to improve the development of interventions in the interest of boating safety. The first offers the promise of enhancing both individual decisions for safety action and the effectiveness of the overall Recreational Boating Safety Program. The second subjects the whole range of human error accidents to a depth of causal analysis which was previously limited to special cases. A prior report, published in July 1999, performed an initial assessment of these matters which are in the process of being reduced to practice in the work reported here. A comprehensive report is anticipated at the conclusion of ongoing development.
