This is a market survey to locate reliable small business concerns.  The College of Distance Education (CDE), Naval War College has a requirement to conduct nonresident evening courses in the following locations: Annapolis, MD, Washington, DC and Norfolk, VA.  The courses are essentially the same as taught in residence at Newport, RI with the CDE resident faculty preparing the course syllabus, procuring teaching materials, and funding administrative expenses.  Because the site of the courses are removed from the Naval War College it is necessary to contract an individual or company who can provide contractors who reside within the locations listed above. 

Area of Study for the MD, DC and VA location is Joint Military Operations (JMO).  Knowledge, Skills and Abilities for this course are Ph.D - Not required: Joint Professional Military Education Phase 1 - Highly Desired; and Joint and Naval Warfare Operational Experience-Required.

Area of Study for the VA location is Strategy and War (S&W).  Knowledge Skills, and Abilities for this course are Ph.D. in Military History, or International Relations -Desired; Joint Professional Military Education Phase 1-Desired.

Note: both the JMO and S&W course is taught in VA.

Contract period of performance will run from 1 August 2008 to 5 June 2008.
