and science, assistance to the unemployed, and State and local fiscal 
stabilization, for fiscal year ending September 30, 2009.

  By 60 yeas to 38 nays (Vote No. 63), three-fifths of those Senators 
duly chosen and sworn having voted in the affirmative, Senate agreed to

Congressional Budget Resolution, with respect to Section 5(a) of the 
conference report. Subsequently, a point of order that the emergency 
designation provision in the conference report was in violation of
