1. Beijing Development Planning Commission Announces Prequalification Competition for National Swimming Center Design Competition

As decided by Beijing Municipal Government, Beijing State-owned Assets Management Co., Ltd. will act as employer of the National Swimming Center for the 2008 Olympic Games in Beijing. Beijing State-owned Assets Management Co., Ltd. intends to select, through international competition, an adequately competent and experienced design company or a design joint venture to undertake the design of the National Swimming Center. Such experience means the design of standard swimming stadia for international events and large-scaled aquatic sports centers for recreational activities.

V. Obtaining of Prequalification Documents

The Prequalification Documents are available to interested Applicants as follows at 9:00-11:30 and 13:30-16:30 (Beijing Time throughout this document) on weekdays from 15th January 2003 to 19th February 2003:

VI. Deadline for Submission of Applications

Applications for prequalification shall be completed by the Applicants as required in the Prequalification Documents and delivered, before 16:00 on 20th February 2003, to the address as above mentioned.
Any late application will not be accepted.

VII. Other Matters

1. Construction drawings for the project shall be prepared by a design institute or company registered within the People’s Republic of China and having Grade A qualifications. Accordingly, any design company or firm from outside the People’s Republic of China shall perform the design of the Project together with such a design institute or company.
2. Each Applicant shall only participate in prequalification for competing for the design of the National Swimming Center singly by himself or as a partner in a joint venture.
3. The prequalification, including the prequalification per se and any documents relating thereto, shall be governed only by the applicable laws of the People’s Republic of China.

2. Beijing Development Planning Commission Completes First Stage of Tendering Work for Beijing 2008 Sports Venues

On October 28, 2002 the sale of Project Pre-qualification and Call for Expression of Interest Documents started. It included 7 projects: National Stadium, National Swimming Center, Convention Center, National Indoor Stadium and Olympic Village, Beijing Wukesong Culture and Sports Center, Shunyi District Olympic Aquatic Park and Beijing Country Equestrian Park. The sale of the Pre-qualification and Call for Expression of Interest Documents lasted for two months and ended on November 30, 2002.

The deadline of submission for the Pre-qualification and Call for Expression of Interest was January 5, 2003, 4 pm (Beijing Time). According to the figures from the tendering agencies, a total of 43 documents was received for the Pre-qualification and Call for Expression of Interest. The Beijing Municipality Public Notary notarized the submitted application documents and stated "The submitted documents are in accordance with the rules and procedures stipulated in the "Prequalification and Call for Expression of Interest Documents." The 29th Beijing Organizing Committee for the Olympic Games (BOCOG) Construction Supervision Office also supervised the submission and opening of the Documents. Overview of the submitted Documents:

The bidders were from a broad range of international companies. According to preliminary figures, there were a total of 114 companies who joined the Pre-qualification and Call for Expression of Interest. Applicants were from US, Japan, England, Germany, France, Holland, Spain, Denmark, Australia, Singapore, Canada, Korea Hong Kong SAR, Macao SAR and Taiwan. 50% of the participants were overseas companies, including several Fortune 500 companies experienced in operating sports facilities.

Domestic firms also joined the Pre-qualification and Call for Expression of Interest. Aside from state-owned enterprises and enterprises within the jurisdiction of Beijing, there were also enterprises from Shanghai, Jiangsu, Zhejiang and others. There were also private enterprises, universities and scientific research institutions that joined as a member of a consortium.

Most of the companies that submitted the Pre-qualification and Call for Expression of Interest formed a consortium which is according to our expectations. There were a total of 30 consortia who submitted Documents.

The submitted documents of the bidders were carefully written. Each of the documents were carefully prepared in terms of the quality of the documents, translation level, more importantly, quality of work according to the analysis of the tendering agents. Some of the submitted documents weighted 100 kg for each set. The thickness of a document reached more than 50 cm. This expresses that within the short span of two months, the bidders showed an impressive and careful work with great quality.

Presently, we are organizing related tendering agents to begin the evaluation for the Prequalification and Call for Expression of Interest Documents. The evaluation work is according to the "Bidding Laws of the People's Republic of China," Beijing Municipality Bidding Guidelines," and Beijing Municipal Government Project Ownership Tendering Procedures Guidelines (Provisional) and others. The experts organized by the tendering agents will strictly follow its procedures, standards, and means.

The Pre-qualification and Call for Expression of Interest follow a fair, just, scientific and most favorable principle. The evaluation committee will be composed of international experts which totals more than half. Local experts are professors of China Engineering Academy with a very high level of expertise from various fields like finance, law, construction, design, investment, operation and others. The evaluation committee also includes representatives from BOCOG and the Project's main trustees.

The tendering work will begin the second stage of tendering according to the procedures and specific situations of the project. Since there were only two applicants for Beijing Country Equestrian Park, according to the "Bidding Laws of the People's Republic of China" Article 28: If the bidders are less than 3, there should be a new tender. Thus, we will review with Shunyi District Municipal Government and decide about the next step.

3. Concept Design Competition for the National Stadium Enters Second Phase

The Beijing Municipal Planning Commission has launched the "Design Competition" for the National Stadium, see the Design Announcement for further details.

The registration for the pre-qualification closed November 20th and the Commission has finally selected the following firms for the next round. The submission deadline is February 28, 2003 - one month later than expected. For further information, contact the BMPC. Qualified bidders for the Ownership Tender/National Stadium will have to select one of the 3 approved conceptual designs for the use in their detailed design and preparation of their final offer.

4. U.S. Commercial Service Supporting US Pavilion at Stadia & Arena Infrasport - Beijing 2003

The event, which has official Beijing support, is called Stadia & Arena / InfraSport 2003, and will take place at the China World Trade Center from January 22-24, 2003. The event is concerned with the development of all sports facilities and supporting municipal infrastructure necessary for the successful staging of the 2008 Olympic Games. The U.S. Commercial Service in Beijing, in association with the event’s organizers, will be putting together a group of U.S. firms at the exhibition. The U.S. Group, which will be supported on-site by USCS, will be attractively designed and will be located in a prominent position in the main exhibition hall. USCS will host a pre-show briefing, which will be particularly useful for new-to-market firms.
