I do not think that the CAN-SPAM Act is effectively targeting those responsible for sending SPAM. More than anything, it is a headache for hard-working, innocent companies to develop policies consistent witht he CAN-SPAM Act. And for all the work companies are doing, one has to wonder, how on earth is something like this going to be enforced?
