Annotation: Papers by leading practitioners and scholars address criminal justice system management issues, interagency relationships, accountability and liability, public-private sector partnerships, and criminal justice reform.
Abstract: Several authors examine court management, with attention to tensions between judges and administrators, the implementation of court-ordered reform, and the U.S. Supreme Court. Papers exploring changing relationships between law and administration in intergovernmental, interbranch, and interagency affairs consider judicial review, the legislative veto, organized crime task forces, antitrust law, and federalism. Other topics covered are government tort liability and liability of Federal officials. In the area of public-private sector cooperation, articles discuss prison industries, the role of private security in public policing, and the impact of litigation on environmental management. Papers on criminal justice reform analyze prisons from a cost-benefit perspective, prison population growth, selective incapacitation, the victims' movement, and the Comprehensive Crime Control Act.
