Ambassador Garza Expresses his Condolences to the Families of the Victims of the Terrorist Attack in Karachi, Pakistan

Mexico City

“David Foy was a devoted American diplomat who worked tirelessly to manage the American consular facility in Karachi, Pakistan, under exceptionally dangerous and difficult conditions. I am sad to report that Mr. Foy and Iftikhar Ahmed, a Pakistani employee of the consulate, were two of the four innocent people murdered today during a terrorist bombing at a hotel in Karachi, where David was serving his country.

David Foy and Iftikhar Ahmed enjoyed the respect of their American and Pakistani colleagues, who held them in the highest regard. On behalf of the U.S. Mission in Mexico, I extend my deepest condolences to the families of Mr. Foy, Mr. Ahmed, and to the relatives of the other victims of this horrible and cowardly act. Today we are flying the flag of the U.S. Embassy in Mexico City at half-mast to mourn the loss of a fellow diplomat.

The United States will not waiver in our resolve to fight cowardly terrorists who kill innocent people in attacks like these. As President Bush said earlier today, “If they think they are going to intimidate [us], they do not understand the United States of America.”
