To allow telemarketers to use prerecorded messages to send messages to people on the no call list is really stupid. This type of message is worse than using people to place "live" calls. The prerecorded message ties up the phone line until it is finished. As for requiring the subject of this harassment to opt out is nonsense. Require the business to allow calls only to customers who have asked to be included. Business's are sneaky about who is counted as a previous customer.
