NOTICE OF INTENT TO AWARD SOLE SOURCE - This serves as a "Notice of Intent" to issue a purchase order under FAR 13.501, Simplified Acquisition Procedures, to Mesotech International, Inc (00JX9) on a Sole Source basis to provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform an upgrade for the AN/FMQ-19. Mesotech will provide 115 Microsoft Windows Server 2003 Operating System kits as defined in the attached Statement of Work (SOW).This requirement is for a 6 month period of performance. A firm-fixed price contract will be issued. This action will be awarded under statutory authority 10 U.S.C. 2304 (c)(1)set forth in FAR 6.302-1(a)(2)(1) titled, "Only one responsible source and no other supplies or services will satisfy agency requirements." The contractor development effort required for FMQ-19 security upgrade to the Windows Server 2003 operating system involves intricate involvement in the intern! als of Airfield Weather Advisor (AWA) application software. Mesotech International developed and supports the AWA application software. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-26 effective 06 July 2008. No request for quote for this procurement will be transmitted via Federal Business Opportunities. This notice of intent is not a request for competitive proposals; however, all proposals received within 7 days after date of publication of this notice will be considered by the Government with an award date on or about 30 Jan 09. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
