I have not seen any change since the Act took effect. There actually has been more of an increase because of the loop holes that have been formed between the e-mail company (ex: Yahoo) and the commercial sender. What has occurred is that the spam blocks the e-mail has provided is not suffienct enough to stop the back door spammers. So they offer a pay for better spam protection service upgrade and let the spam filter in to incourage you to purchase this upgrade. I would say that this is a bit helpful to the spammers and shame on the e-mail services for not inforcing the spam law. And the other end of failure is the deceiving subject line or return address that spammers have developed. It makes it hard to even receive friendly e-mails you exspect or want because you have possibly spam guarded yourself. I personally even have been blocked from sending a family picture to family members per their type of spam options. When you do choose the correct spam opt-out option or report it to the e-mail service it becomes worse. The spam seems to grow and become uncontrolled at that point and we the consumer have lost again.
