Abstract:
LUBALIN, JAMES S RESEARCH TRIANGLE INSTITUTE, RESEARCH TRIANGLE NC CONSUMER ASSESSMENTS OF HEALTH PLANS STUDY U18 HS09218-01 10/01/95 The Agency for Health Care Policy and Research (AHCPR) is interested in producing reliable, valid and rigorously tested survey protocols for collecting information from consumers regarding their assessments of health plans and services; developing and testing the effectiveness of different formats for conveying resulting information to consumers; demonstrating the resulting survey protocols in real world settings; and evaluation the usefulness of this information in assisting consumers, and purchasers acting on their behalf, in making informed selections of health care plans and services. The long term goal of this project is to strengthen the science base underlying the evolution and the use of consumer surveys within the health care industry.
This proposed project, the Consumer Assessments of Health Plans Study (CAHPS), is part of the larger effort to empower consumer decisions through the development and dissemination of information directly to consumers. The approach to this project has the following specific aims: (1) to complete the design, development, and testing of the surveys and prepare and test supporting administration materials for surveys for the under 65 privately insured population that our team developed in a recent project for AHCPR; (2) to design, develop, and test surveys and prepare supporting administration materials for surveys for Medicaid and other state-subsidized populations; 3) To design, develop, and test surveys and prepare supporting administration materials for a very brief enrollment survey to be implemented as part of the normal enrollment process; 4) For both the privately insured and the state-subsidized populations, (a) to prepare and test supporting materials for processing, analyzing, and preparing reports of survey results to consumers; and b) to design, develop prototypes, and test consumer information interventions and materials to disseminate these results, using print and other media; 5) to design, implement, and assess both experimental and quasi-experimental demonstrations of the survey instrument and supporting materials plus various information interventions (contents, context, media, information resources, etc.); 6) to provide to lay and technical audiences useful and scientifically rigorous information about the reliability and validity of the surveys employed, their administration feasibility variations in common use, relative efficacy and costs of telephone and mail surveys for different target populations, the impact of diverse information interventions, the relative impact of objective versus survey-based information in influencing the choices and appropriateness of choice of consumers, and the relative efficacy and cost of providing information in print versus interactive media.
