Comments:

It is idiotic to assume that spammers will follow rules and laws. That they presently go through such convoluted steps to send spam should be a clear indication of this. The only- O-N-L-Y solution to this problem- I repeat, the ONLY solution will be (1) arrest, prosecution, conviction, and punishment of spammers. (2) mandatory blocking of ISP's and domains which refuse to take the neccessary steps to disallow their being used to transmit spam ("Open relays," etc.)
