Annotation: Theory suggests that strategic management principles as widely applied in business organizations are applicable to public organizations.
Abstract: This paper reports results of such application in two public law enforcement agencies. Choice of external and internal assessment criteria was guided by strategic management principles and strategic gaps are identified with business-like clarity. In both cases, the strategic management approach yielded clear, specific, and persuasive recommendations where internal diagnosis alone would have failed. This is attested to by the favorable judgment of a labor law case wherein the strategic analysis was used as evidence, and a change in thinking and voting among the political coalition after examining the analysis.
