Forget the complicated labeling criteria. If it is unsolicited, and offers a phone # or website to contact for the purpose of seperating me from my money, it's spam. Set up a do-not-spam address list and make it easily accessable to the public. Put some teeth into it for vendors who ignore the list. The concept worked great for telemarketing and has all but eliminated that annoyance at my house.
