Section E1 speaks to multiple advertisments withinone message that contain an advertisement from an agency on a "Do Not Mail" listing. If a third party originates the email without checking against the advertisers "Do Not Mail" list they should be considered in violation. If the primary advertiser does not provide the third party with "Do Not Mail" information the violation should be theirs.
