The biggest problem is opt-out. As you know opting out of a UCE/SPAM list has been a goldmine for spammers. It validifies the email address and generates even more UCE/SPAM. All commercial email should be 100% opt-in only. The source of the opt-in list should be sent with each Commercial email. Why 10 days to opt-out (even if that would work)? This is the computer generation, it should happen immediately (24 hours max) and it can be done. You can be added to a list so fast it would make your head spin. The overall solution to UCE/SPAM is to hold the linked commercial site or forwarded site responsible. All UCE/SPAM comes with a link to a site. That site or person is the violator. It is easy. Fine the commercial site, once you cut off the wallet, UCE/SPAM stops. You may never catch the bulk spammers but you can always find the site that was or is the impetous for the act.
