APS User Policy and Procedure for Environment, Safety and Health Training

Policy

Each Collaborative Access Team (CAT) or beamline from XOR has a safety plan in which the CAT/XOR states that all work will be conducted in conformance with the requirements in the Argonne National Laboratory (Argonne) Environment, Safety and Health Manual. This policy clarifies APS and ANL requirements and procedures.

The APS refers to any person associated with a CAT/XOR and having permanently assigned workspace at a CAT/XOR's APS facilities as a "resident user."

CAT/XOR Responsibilities

Each CAT/XOR shall:

  • provide the APS with a listing of resident users and update the list whenever a new resident user joins the CAT/XOR or a resident user leaves the CAT/XOR;
  • work with APS personnel to complete and keep current a Job Hazard Questionnaire (JHQ) that accurately characterizes the work each resident user is expected to perform;
  • ensure that resident user personnel complete training requirements identified by the ANL Training Management System (TMS) and the APS training requirements listed below; and
  • review the accuracy of each resident user's JHQs with each change in job assignment and perform a documented review at least once every twelve months.

     

The CAT/XORs are responsible for identifying hazards associated with experiments using information provided by the user on the Experiment Safety Approval Form and follow-up discussions with experimenters. Using the APS Experiment Safety Envelopes and other available resources, the CAT/XOR must specify a hazard control strategy that includes training mandated by Argonne and the APS. For each experiment, the CAT/XOR shall:

  • communicate training requirements to affected experimenters, and

  • ensure that training requirements have been met before the start of the activity that triggered the requirement.

Off-Site User JHQ Policy

The Director of the APS Engineering Support Division (AES), exercising a prerogative afforded by the ANL Environment, Safety and Health Manual, will not require completion of JHQs for off-site (non-resident) users.

APS Training Requirements

Each CAT/XOR member and independent investigator performing hands-on work in CAT/XOR facilities at the APS must have completed and remain current in the following courses:
  • APS User Orientation, APS101;
  • Argonne National Laboratory User Facility Orientation, ESH100U ;
  • General Employee Radiation Training (GERT), ESH738;
  • Cyber Security, ESH223;
  • Electrical Safety Awareness Training, ESH377; and

  • sector-specific training for each sectors in which the person will work.  (Sector-specific training is the subject of a separate APS User Policy and Procedure.)

Procedures

  1. Each CAT/XOR shall provide the APS User Administration Office with a list of resident users and shall update the list whenever a resident user joins or leaves the CAT/XOR.

  2. Each CAT/XOR shall work with the AES/XSD Safety Representative and TMS Representative to complete and effect needed changes to resident user JHQs.

  3. Using the TMS Notify System, the APS will provide individual resident users and CAT/XORs with monthly reports covering training requirements. 

  4. CAT/XORs and CAT/XOR personnel shall arrange for needed training through the AES/XSD TMS Representative.
