Mission Staff

USAID/Benin is a small group of 35 professionals committed to development. Our offices are in three connecting houses, which have been remodeled but which still feel like a home. This is conductive to the family-like atmosphere that prevails here. An uninformed observer might not recognize just how diverse the staff is. We have employees from Niger, Togo and the US. Of course, the Beninese employees are the mainstay of our staff.

Office of the Director (DIR)

The Mission Director is responsible for results and performance of the entire mission. He also interacts with the U.S. Ambassador and high-ranking officials in the government of Benin. A senior administrative assistant supports the Director.

Technical Offices

Family Health Team (FHT)

The FHT is responsible for managing activities designed to achieve the Mission strategic objective of increased use of family health services and prevention measures in a supportive policy environment. Team members work closely with implementing partners to monitor project achievements and ensure the Mission's health resources are used effectively. The office manages the Presidential Malaria Initiative as well as two bilateral activities. FHT works with the Ministry of Health and coordinates with other health donors in Benin to ensure that efforts are not duplicated and maximize resources. The FHT is made of five (5) members, including an FSN Team Leader.

Basic Education Team (BET)

BET manages activities to ensure that a quality education is more widely available on an equitable and sustainable basis, one of the Mission's two strategic objectives. The Team monitors project outputs and results by working closely with implementing partners. BET also works with other donors and the Ministry of Primary Education to influence basic education policies and coordinate resources and interventions. BET manages three activities and is comprised of three staff, including a TCN Team Leader.

Support offices

Office of Program Coordination (OPC)

The Office of Program Coordination (OPC) provides guidances to the Mission on strategy development, program design, results monitoring, evaluation and reporting, program budgeting, donor coordination, cross-sectoral and socio-economic issues. It oversees the development of Strategic Objectives Agreements. The office also provides support for activities in basic education and family health and manages the Women's Justice and Empowerment Initiative.

OPC follows through initiatives and activities across strategic objective sectors to ensure that our development efforts are well coordinated with the Government of Benin and other donors. OPC also ensures that development resources are leveraged for maximum impact. This office develops the mission's strategy and works with strategic objective teams to ensure that their activities fit within this framework. This office is responsible for coordinating outreach communication on Mission activities and maintains the Mission web site. OPC also performs financial analysis and manages the Mission's auditing and internal control processes.

OPC is a team of eight members, including Information Technologies (IT) colleagues and a Financial Analyst.

Executive Office(EXO)

The Executive Office provides essential administrative and logistical support to all mission programs, projects, personnel and contractors. It is responsible for administrative budget planning; management analysis and planning; human resources;, administrative and general services including property management; coordination of embassy administrative support; security and safety; communications and records; and travel and transportation. The team is staffed with seven (7) Foreign Service Nationals (FSN) employees and is headed by a FSN Supervisory Executive Specialist. USAID's regional Executive Office based in Ghana provides additional support to the team.

Office of Acquisition and Assistance (OAA)

The Office of Acquisition and Assistance is a service-orientated team of three Foreign Service Nationals and led by a Third Country National (TCN) Senior Acquisition and Assistance Specialist. This office provides all acquisition and assistance services for the Mission, from procurement of operational supplies and services to the solicitation, negotiation and award of the Mission's program-funded technical assistance awards.

Office of Financial Management (OFM)

The Office of Financial Management (OFM) is a team of six (6) Foreign Service Nationals and led by an FSN Chief Accountant. The office received regional financial support from USAID/Ghana. The main function of this office is to ensure that sound financial management practice is observed in the areas of accounting, payment, budgeting, for OE and program funds managed by the Mission.
