E.2-3: When a person forwards a message to others, that person should not be considered the initiator if the message is forwarded to a limited number of persons that the forwarder has an ongoing relationship with. However, forwarding a message to a large number of persons that the forwarder does not have an ongoing relationship with should fall under the act. E.2-7: When a web site enables individuals to email articles or other materials to friends or acquaintances, there must be an ongoing relationship between the individual and the recipient to not be affected by the act. Also, email addresses entered by such individuals must not be used for any other purpose other than to send that specific information.
