IPO Activities: US-Japan Coastal Environmental Science and Technology (CEST) Panel

Overview

This program was established by NOS in 1996 under the US-Japan Cooperative Program in Natural Resources (UJNR). Approximately 50 U.S. and Japanese scientists meet biennially to report research results and discoveries related to the coastal environment. Five sessions of the Third Panel meeting included:  

  • Numerical Modeling/Field Observations;
  • Evaluation Methodology/Public Participation;
  • Functional Restoration/Ecosystem Recovery;
  • Environmental Impacts/Toxics and Oil; and
  • Integrated Coastal Management.

NOS, on behalf of NOAA and with the participation of the broader U.S. science community, agreed to exchange and jointly develop new information on the marine and coastal environment, to apply new technologies to reduce stresses and impacts on coastal environments and enhance their quality, and to develop meaningful collaborative projects. According to the Charter, the scope of the Panel’s activities should include development of joint monitoring programs, personnel and scientific data exchange, joint publication of scientific information, and close cooperation and support of related environmental initiatives important to our two nations

The NOS Assistant Administrator is the U.S. Chairperson.

Supporting the NOS/NOAA Mission

This program provides a venue for U.S. and Japanese government and nongovernment scientists and managers to exchange information in support of the Observe and Predict the Earth System and the Improve and Maintain the Viability of the Marine and Coastal Ecosystems goals of the NOS International Strategic Plan.
