Provide all labor, materials, equipment, supervision and transportation to providing all labor, material, equipment, transportation and supervision required to construct Lake St. Clair Light #30 (LLNR 8570) at USCG Aids to Navigation Team Detroit, MI. Major Items of Work Are: 1.1 Fabricate the pile driving template, ice protection cone, handrails, ladder rungs and associated components as required. Perform all cutting, welding and shaping as necessary to fabricate steel components. Paint the structure as shown. 1.2 Obtain the Government Furnished Equipment from Station Saginaw and modify as shown. Drill and attach the roof access hatch with stainless steel bolts as shown. Clean and paint the tower, interior and exterior, and affix the Government Furnished reflective tape. 1.3 Remove and salvage the existing lighted buoy, concrete sinker and anchor chain. Deliver the recovered material/equipment to ANT Detroit. Coordinate removal of the buoy with ANT Detroit. Cut and remove anchor bolts as necessary and remove the tower fully assembled. 1.4 Survey and position the new light structure to be located at the original light structure location. Surveys shall be performed by a Station of Michigan licensed marine surveyor. 1.5 Drive the center pile at the structure center and set the pile driving template. Drive the remaining inner piles and secure to the template using rebar dowels and drive the remaining outer bearing piles. Drill piles of to accept rebar dowels. 1.6 Set and drive steel sheet to form the sheet pile cell around the driving template. Provide shims/blocking to attain the proper sheet cell diameter. Cut off and remove upper portion of driving template upon installation of the sheet pile cell. 1.7 Place stone fill in the base of the sheet pile cell to the elevation indicated and pour the concrete water seal atop the stone fill. De-water the cell and install the base ring around the perimeter of the cell on the outer framing of the template. Weld to the sheet pile and the template as indicated. 1.8 Install the ice protection and weld to the perimeter base ring as noted. Place grout around the base of the cone. Set the steel rebar cage for the tower anchor bolts and completely fill the ice protection cone with concrete. Cut and remove sheet pile above the base of the cone as indicated. 1.9 Install the tower and connect to anchor bolts. Provide grout beneath tower leg base plates as indicated. The tower shall be level and aligned with the channel range line. Coordinate the installation of navigational aid equipment with ANT Detroit. The NAICS Code for this project is 237990 with a size standard of $31.0. The prime contractor shall perform a minimum of 15% of the labor at the job site with employees from its own workforce. The period of performance is 135 days. This procurement is estimated between $250,000.00 and $500,000.00. This procurement is a Total HubZone Set-Aside.
