Can spam is completely backwards and opt-out is simply another way for the spammers to make and sell lists. Any email that is not double opt-in is spam. C: Email headers will be changed to reflect that the email is already 10 days old thus allowing the spammer under whatever window is set up. E2: With only a handful of spammers and each of them selling under many names, different ip addresses and different countries. E4: Opt-out does NOT work and this law should be rewritten to read OPT-IN. E5: CC: or forward should be removed or replaced with BCC or the email program allow only one address in the TO: field with no other addresses allowed. BCC: would take the place of CC thus not allowing mailing lists to build in a single email.
