A3 Are there other ways to determine whether a commercial advertisement or promotion in an email is the primary purpose of the email? Make it mandatory that in the subject line the words, "commercial advertisement" are present. B3 There should be an opt-in requirment for periodic mailings not releavant to the original transaction or relationship. C1 The 10 day time limit would be sufficient except for one little problem. No one trusts "opt-out" submissions. Who is to say that the opt-out isn't just a E-mail address harvesting scheme? D2 Originating mail service provider authentication should be implimented so that reporting illegal mail is more accurate. Mail zombies can be more easily identified and corrected.
