SAN GABRIEL VALLEY (AREA 2) Baldwin Park

This administrative record file contains the documents that the U.S. Environmental Protection Agency (EPA) is currently using to identify appropriate remedial activities for the San Gabriel Valley Area 2 Superfund Site, Baldwin Park Operable Unit in Los Angeles County, California. It is presented in two media: the Compact Disk (CD) and companion binders of large format documents.

Documents now in the administrative record include a Remedial Investigation, Feasibility Study, Proposed Plan, and the Record of Decision. For ease of viewing these documents are listed on the CD as "Key Documents." One videotape document (document #41) is available for viewing by arrangement with the Superfund Records Center in San Francisco.

The administrative record includes numerous data validation reports in which the sampling locations are identified by an EPA sample identification number. To translate the sample identification number into a well name or number, look in the document which contains the associated cross-reference list. (see Data Validation Reports Cross-Reference Key at the end of this file or use the paper copy which accompanies the CD in a companion binder.)

What is an Administrative Record?

An administrative record is a collection of documents which forms the basis for an agency's decision, in this case the selection of a response action at a Superfund site. This does not mean that only documents which support a response decision are placed in the administrative record. Relevant documents that were relied upon in selecting the response action, as well as relevant documents that were considered but ultimately rejected, are included. The administrative record also acts as a vehicle for public participation in selecting a response action.

Under section 113(K) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), the U.S. Environmental Protection Agency (EPA) is required to establish an administrative record for every Superfund response action and to make a copy of the administrative record available at or near the site. The administrative record must be reasonably available for public review during normal business hours and should be treated as a non-circulating reference document. How to obtain copies of administrative record documents:

Individuals may copy any documents contained in the administrative record file according to the procedures at the local repository or request a copy of the CD by calling the Superfund Records Center at (415) 536-2000.
