The Do No Email Registry should be immediately established, with a simple permission system for those companies from which citizens do wish communications. First, an individual's right to sue for single or class-action damages should be restored with *significant* penalties assessed to repeated violators. A "bounty" system should certainly be established to reward victims and punish the quackery, loan-scam, & pornographers! The current CAN-SPAM is totally ineffective, not worth the paper it is printed upon, and in fact, the volume of junk mail is ever increasing. Nothing has changed other than the largest volume of spam now is relayed from outside the USA. Fraudulent email headers abound and are evident in virtually every spam message. These should be made totally illegal, with severe fines for violations! Regulations are needed to stop the USA companies from disguising their origins through foreign relays and using totally false domain registration data. The ICANN farce needs total revamping with MANDATORY verification and updating of all domain registration data, and VALID spam-complaint contact information provided. If spam complaints exceed the alloted email disk space alloted by the hosting servers, the owners' of those systems should be required to provide additional resources so that spam complaints are not returned as undeliverable! The current system is totally useless! If certain countries refuse to cooperate with regulations, their domains (IP ranges) should be totally blocked until they do so! Perhaps if this were done, the ligitimate businesses in those countries would demand their own governments enforce appropriate regulations and stop the unceasing torrent of overseas spam! The public should not have to rely on subject lines to "filter" spam. Once it has been received, the resources waste has already occured, as it should not have been sent in the first place! If anyone is interested there are available over 40 Megabytes of spam email received by just ONE email address over the past six months alone! PLEASE put some real teeth in the regulations!
