"So far as the General's directive is concerned, I have told them that it has proved most difficult to penetrate Hungarian-Vatican lines with Indiana farm boys, and have pointed out to them that X-2 has likewise violated the directive in order to attain practical objectives in Austria. After all H.F. Broch de Rothermann is hardly an Abe Lincoln typ…"

The reasoning here is that we have no tennis balls for our own use; therefore, why should the Angolans have them." Writer goes on to discuss other means by which tennis balls may be acquired, diamond smuggling, work of the Office of Economic Warfare, the British SOE, and apparent lack of interest in diamond smuggling on the part of the British.
