Lieutenant Colonel CHERNYSHEV reports that:

The detained parachutists, 10 in all, are the combat crew of an American "Douglas" aircraft. Completing a bombing mission in the area of Vienna, they made a forced landing due to a malfunction of the aircraft caused by German [fire]. The aircraft burned in the air, the entire crew is at your disposal.

STATEMENT OF THE CREW COMMANDER OF THE "LIBERATOR" AIRCRAFT

AMERICAN ARMY AIR CORPS LIEUTENANT

18 December 1944

On 17 December, we received the order to bomb oil refineries in Germany. All was going well, but approximately five minutes after the bombs were dropped, the third engine malfunctioned. We then fell behind the rest of our planes and went on what was, in our opinion, the shortest route home. Due to the complete lack of visibility, we lost our orientation. Near Lake BALATON, three or four German fighters attacked us, putting our radio out of order and setting fire to the first engine. Efforts to extinguish the fire were unsuccessful. At that time, I gave the order to jump. Everyone managed to jump, but the copilot's parachute did not open. The navigator and I identified the body. He will be buried today. At this time, we still have no information about three crew members - Senior Sergeants PAPIA and AMUNTSON, and also one of the gunners whose name I do not know because he was not a regular member of our crew. Since these three men were the first to jump from the plane, it cannot be ruled out that they landed in German occupied territory. All the other crew members are in Russian hands and feel fine.

Regarding your No. T-3/02157 dated 28 Mar 45, I am reporting that
the American Khristofor Pikan and Englishman Ross Viktor, who are suffering from scarlet fever, were evacuated by aircraft to Lodz' on 30 March of this year at 0900.

With regard to the Hindu Kanau Gluda, suffering from tuberculosis of the lungs, he was again examined today and is not transportable (two-sided cavernous process, high temperature, acute exhaustion). He will remain in the hospital for further treatment and, upon improvement of health, will be transferred to one of our hospitals.

As for the American Val'ter Obolen, a telegraphed report was sent on 30 March in accordance with the established forms. The aforementioned Valter Obolen does not have a stomach wound, but is in the hospital for deep general contusions and pressure on the thorax. For health reasons at this time he is also not transportable, and will remain in the hospital in Otvotsk for treatment.

A nurse was sent to escort the scarlet fever patients. Information was given to the pilot about the necessity to carry out disinfection of the aircraft.

According to information we received from you on 28 March you have:

1. American KHRISTOFOR PIKAN, private, scarlet fever.

2. British ROSS VIKTOR, private, scarlet fever.

3. Hindu KANADU GLUDA, private, pulmonary tuberculosis.

In addition,

4. American VAL'MER OBOLEN is located in OTVOTSK, with an abdominal wound, and you have not reported to us in the established manner.

Moscow demands that everyone be evacuated. Therefore, it is your personal responsibility to organize consultations of all the injured and ill patients to evacuate them by air to LODZ'.

It is possible to send those with scarlet fever, if they are not in such critical condition that it threatens life - a plane will be modified accordingly.

In view of the serious difficulty in supplying fuel for the aircraft, 2 aircraft will arrive: one - for carrying scarlet fever patients; the other - for carrying tuberculosis and injured patients, which is fully permissible, in view of the presence of separate cabins for them.

Bring the wounded from OTVOTSK to REMBERTUV for simultaneous evacuation with the tuberculosis patients. If OTVOTSK has a runway, then the plane will pick-up the tuberculosis patients first, and then the wounded patients.

Ensure all necessities are provided for during loading. If there is a critical need for an escort, talk it over with the pilot and then decide for yourself.

Send all the information on the dispatched Americans, English, and Hindu with the pilots, in accordance with our questionnaire, indicating the aircraft take-off time from REMBERTUV and security on the flight route.

Make the pilot transporting the scarlet fever patients aware of the necessity of disinfecting the aircraft.

The American Embassy has informed us of the following information.

There were American soldiers that were located in the city of Kyustrin [Germany] held prisoner by the Germans in Stalag 3. Among them, there were 7 people who were in the camp hospital -- including SGT Robert R. BRYUEHR and PVT Alojze DZH. MAKLIN.

After the Red Army troops took Kyustrin, an American, CPT (Medical) NASH, transferred BRYUEHR and MAKLIN on 4 Feb 45 along with other American soldiers to the care of a major in the Red Army Medical Service and the Chief of the Field Hospital at Stalag 3 in Kyustrin.

I ask your cooperation in a complete investigation of this information and I am interested in its results and the fates of the Americans in question. Please keep me informed.

It is also known that the doctor in charge of his case was a Russian doctor, Major Georgij Davydovich AROIS.

Please report the exact date and cause of death of VEHN Art Lourens.

Please send a death certificate with directions to the exact location of his grave to our address.

Reports have been received that there are 65 British and 9 Americans who were freed from captivity during the course of battle on the 20th and 21st of March 45 in the city of Katowice .

In a telegram from Tokyo on 27 October 1946, Comrade Derevyanko reported that he received a memorandum from MacArthur's staff with a request to permit the Americans to send a special team from the Mortuary Bureau to the Petropavlovsk region in Kamchatka [to obtain] the remains of Tomas E. Ring, an American Air Corps Technical Sergeant who was buried there in 1943.

In reply to our inquiry to the General Staff of the Armed Forces of the USSR on this matter, General of the Army Antonov reported in a letter dated 6 December 1946, that according to information from the border guard, nine American military service members were buried in five different places in Kamchatka from 1943 to 1945. The grave of Tomas E. Ring is currently being put in order and will be ready in a month. At the same time, the letter noted that Marshall Vasilevskij considers it necessary to decline the American request for access to Kamchatka.

As we know from the practice of our military authorities in the Balkans, where the Americans made similar requests to our military authorities, such American commissions were given access to the burial places of the US Army service members.

In connection with the above, I would consider it advisable to propose the following solution:

1. Issue instructions to the General Staff of the Armed Forces of the USSR to conduct exhumations of all nine graves of the American military service members and to cremate the remains. Send the inscribed urns of those cremated to Vladivostok for subsequent delivery to Comrade Derevyanko in Tokyo.

2. Issue instructions to Derevyanko to send a reply to MacArthur's Staff, pointing out that with regard to the request to send a special mortuary team to Kamchatka to obtain the remains of Sergeant T. Ring, the Soviet authorities have established that during the period of 1943-45, in addition to Sergeant Ring, eight American service members (list the names) were buried on Kamchatka. These graves were exhumed and the bodies sent for cremation with all observance of military honors. Express our readiness to transfer the urns of all listed personnel to MacArthur's staff. They can be sent immediately from Vladivostok to Tokyo with the consent of MacArthur's staff.

It is necessary to decline the request from MacArthur's staff to send a special mortuary team to Kamchatka and the Kurile Islands to exhume the remains of American Servicemen buried in these regions.

Conducting cremations in place is not possible. It is possible to exhume the graves of Sergeant TOMAS RING, Sergeant UDOCHEK, and Corporal NET'YU-M GLADEK and send their remains to Vladivostok.

The Americans are aware of the deaths of the three service members listed above. The Americans do not know about the deaths of six fliers who were shot down near Cape Lopatka and therefore we should not inform them of it.

I am sending an attached list of American aircrew members who perished or are missing in the Far East, and about whom the American military mission has inquired to the General Staff of the USSR Armed Forces several times.

I also wish to report:

a) Sergeant TOMAS RING (REJNG) from the crew of the interned B-24 aircraft No. 240309. Both bones of the left shin were broken and the right hip joint was dislocated. Crew members delivered him in a state of shock to the infirmary of the Kamchatka Border Detachment, where he died. He is buried in the Petropavlovsk Cemetery.

b) Sergeant Pavel UDOCHEK (UTCHEK) from the crew of the interned B-25 aircraft No. 336158 was delivered dead on 11 May 45. He is buried 5 miles south of Petropavlovsk-Kamchatskij.

c) Corporal MET'YU M. GLADEK from the crew of the interned B-25 aircraft No. 43-36160 was delivered dead on 10 Jun 45. He is buried on Kamchatka.

All three crews of these aircraft, with the exception of the dead, were transferred to the Americans through the Tashkent Internment Camp.

DARKIN conducted a transfer of the exhumed corpses of American fliers: Sergeant TOMAS E. RING, Sergeant PAVEL UTCHEK, and Corporal MEHT'YU M. GLADEK to the captain of the steamship 'ZYRYANIN' N.V. KOPYLOV, for delivery to Vladivostok, where they will be surrendered to representatives of the 5th Navy.

The above named bodies are being transferred in galvanized iron coffins; the lids fastened with screws and hermetically soldered. Brass memorial plates engraved with the last name of the deceased are affixed to the lids of the metal coffins.

If you have no objection to allowing the Americans access to Kamchatka, it would be possible to give Comrade Derevyanko instructions to reply to MacArthur's staff that the American government should apply directly through their Embassy in Moscow on this matter.

Until you make a decision, we must keep in mind that the Americans may make similar requests in the future. Therefore, it is desirable to establish how many Americans were buried on Kamchatka during the war years 1941-1945 and their places of burial.

An American B-25 was damaged during a flight to Syumusyu Island. The aircraft violated the state border and flew into our territory at an altitude of 200 meters at 1130 hrs. A TOF battery on Cape Lopatka shot down the aircraft at 1132 hrs. The aircraft crashed at coordinates 5054 north longitude and 15643 east latitude. The six crew members perished. The aircrew composition, as recovered from burned documents, is as follows:

As a result of the interrogation of the crew [of one of the aircraft] and the results of the observations of the Border Guards detail, I, Major REVA, the representative of the USSR Border Troops, have established that:

On 10 June 1945 at 0620 hours, a U.S. B-25J "Mitchell" aircraft, number 43-36160, departed a U.S. military base in the Aleutian Islands on a course of 260 degrees on a mission to bomb the fishing industry and ships on the Japanese Island of Araido. It was in a formation of eight aircraft of the same type under the overall command of Captain Irving, the Squadron Commander.

During the approach to the target the detachment was divided into two groups of four planes each in order to attack from two directions. At approximately 1120 hrs bombs were dropped on the target from an altitude of 500 meters. While returning to their base the aircraft were attacked by five Japanese Zero Oscar fighters who had followed to the approximate coordinates of 50 degrees, 55 minutes latitude, 156 degrees, 40 minutes longitude. The right engine failed, the hydraulic system was damaged and the turret gunner was killed by Japanese fighter gunfire. The crew observed Captain Irving's aircraft, which supposedly was being shot down by Japanese fighters, begin to smoke in the air approximately two miles from Cape Lopatka, glide down and crash on Kamchatka near Lopatka. The two undamaged aircraft departed for base. Flying on one engine, the decision was made to land on Kamchatka. During the approach to Petropavlovsk, a malfunction of the hydraulic system was discovered and the landing gear would not go down.

At 1228 hrs at coordinates 52 degrees, 58 minutes latitude and 158 degrees, 56 minutes, 15 seconds longitude it violated the state border of the USSR, at 1230 hrs at coordinates 53 degrees, 02 minutes latitude and 158 degrees, 56 minutes longitude it flew over the territory of the Kamchatka peninsula and at 1243 hrs it landed at the Elizovo airfield - 128 AD, on its fuselage with retracted landing gear. As a result of landing on the fuselage, the entire lower part of the fuselage along the entire length of the aircraft was crushed and deformed and the propeller blades of the engines were bent. Except for the one killed in the air, the crew of five were healthy and unharmed:

On 12 June 1945, I, the senior physician of military unit PP 64310 of subunit PP 64306, Far East Front, Captain (Medical) PLETNER, L. B. in the presence of the senior physician of military unit PP 64308 BEREZIN, I. A., and the representative of counter-espionage "SMERSH" Senior Lieutenant CHEBATKOV, P.A., at the request of the senior physician of military unit PP 64306, carried out an external examination of the corpse of Corporal Gladek.

PRELIMINARY INFORMATION

Upon the landing of the damaged B-25J aircraft No. 43-36160 on 10 June 45 at 1330 hrs, among the crew members was the seriously wounded Corporal M. GLADEK. He exhibited weak life signs. While extracting M. GLADEK from the aircraft he expired.

EXTERNAL EXAMINATION

Clothing. The body was dressed in a fur-lined jacket, summer overalls, wool pants and uniform blouse, knitted t-shirt, cotton shorts, leather Chukka boots, socks and a canvas belt. On the body were two identical medallions [dog tags]. One medallion was taken to be sent to the relatives of the deceased, the second was left on the corpse. The pockets were empty. Parts of the clothing were torn and stained by blood.

The corpse is that of a male of average height, average build, 22-25 years old, in satisfactory health. Rigor mortis was highly pronounced in all parts of the body. On the lower parts of the corpse in the area of the sacrum and the shoulder blades are bluish-purple bruises. In the chest area is a sign of a past injection. Above the left ear is a 2 x 1 centimeter half-moon shaped laceration penetrating the skull cavity with a smashed left pars squamosa ossis temporalis [left temporal bone]. There is brain matter in the cavity. The exit wound is in the oral cavity. There is a circular shaped lacerated wound 4 centimeters in diameter and many small wounds up to 0.3 centimeters in size in the skin of the left thigh. On the inner surface of the left thigh is a round shaped, 0.8 centimeter diameter exit wound. On the posterior surface of the left thigh is a second exit wound with a diameter of 0.5 centimeters. There were no other injuries found on the body during the examination.

Naval chart 2988, published 1943. I, the Chief of the 1st Section of the Headquarters Detachment, Major P. I. Reva, from the results of the observation [by border patrol troops] and interrogation of the crew of a U.S. aircraft that made a forced landing at Elizovo airfield on 10 June of this year, have established that:

A two engine U.S. B-25J "Mitchell" Bomber aircraft was damaged while on a combat raid on Japanese military targets on Shumshu Island. At 1130 hrs the aircraft violated the border at an altitude of 200 meters and at 1132 hrs it flew over our territory and was shot down by a battery of the Pacific Ocean Fleet. The aircraft caught on fire in the air and crashed into the ground at coordinates 50 degrees, 54 minutes north latitude, 156 degrees. 43 minutes east longitude.

The crew of 6 was killed during the explosion and crash of the aircraft. They included:

Four American aircraft appeared over the Kuril Ridge flying from the direction of the Japanese Islands and violated the state border near Cape Lapatka on 10 Jun 1945.

During the flight over our territory, the aircraft were fired on by shore batteries of the Pacific Fleet. One aircraft was shot down.

At the crash site the parts of six burned bodies and the broken-up, burned remains a B-25 aircraft were found. The bodies were buried on the west coast of the Kamchatka Peninsula.

Major General Dean, the former head of the American Military Mission, said in a letter from 13 Jun 45 that based on information from Washington on 10 Jun 45 an American B-25 aircraft No. 44-29148 was shot down near Cape Lapatka. General Dean requested information on the fate of the downed aircraft's crew in this letter, in a letter from 18 Sep 45 and in a meeting with Lieutenant General SLAVIN on 21 Sep 45.

The Americans were informed that the General Headquarters of the Red Army has no information on the lost plane.

It is possible to conclude from the requests from General Dean and from the MacAurthur headquarters that the Americans want to receive confirmation that their aircraft was shot down by our artillery [sic] and use this against us. On the other hand they are trying everything to obtain permission to visit our Far East border zone in the Kamchatka region.

Attached please find a list of American aircrew members who perished or are missing in the Far East, and about whom the American military mission has inquired to the General Staff of the Armed Forces of the USSR several times.

a) Sergeant TOMAS RING (REJNG) from the crew of the interned B-24 aircraft No. 240309. Both bones of the left shin were broken and the right hip joint was dislocated. Crew members delivered him in a state of shock to the infirmary of the Kamchatka Border Detachment, where he died. He is buried in the Petropavlovsk Cemetery.

b) Sergeant Pavel UDOCHEK (UTCHEK) from the crew of the interned B-25 aircraft No. 336158 was delivered dead on 11 May 45. He is buried 5 miles south of the Petropavlovsk-Kamchatskij.

c) Corporal MET'YU M. GLADEK from the crew of the interned B-25 aircraft No. 43-36160 was delivered dead on 10 Jun 45. He is buried on Kamchatka.

I, The Forensic Medical Expert Korotkov, in the presence of the Judge Advocate, Major (Legal) Sozin, Lt. Colonel (Medical) Kichaev, Senior Lieutenant (Medical) Golosovskij, at the suggestion of the Military Judge Advocate, carried out an external examination of the corpse of UTCHEK, PAVEL, delivered to the city hospital from the military airfield.

During the examination it was established that it was the corpse of a large framed, taller than average, well nourished male. There were minor injuries on the back of the body. The head was seriously injured - the face was unrecognizable and displayed an overall lacerated, fragmentary wound. The eyes, nose and lips were absent. The skull was crushed and in the area of the left eye socket, and brain matter was visible from the wound. On the left forearm there was a large laceration and fragmented bone breaks.

Both hands were crushed and several fingers were absent. On

Small metal fragments were found in the crushed tissue.

We the undersigned - representatives of the Border Troops of the NKVD, USSR - Major Reva, Captain Petrov and Lieutenant Trukhachev and the Commanders of U.S. aircraft which made forced landings on the territory of the USSR on 11 May 1945 - Lieutenant Hubert Winter and Lieutenant Richard Bruno Klinki, on this date buried the body of the deceased American flyer Sergeant UTCHEK, PAVEL, who was killed on board the U.S. aircraft B-25J No. 43-36158 during the bombing of targets on the Japanese Island of Shumushu.

The corpse was laid to rest in a grave two meters deep at coordinates 53 degrees, 05 minutes north latitude and 153 degrees, 38 minutes east longitude, map 100.00 [published] 1934, sheet N-57-102 Petropavlovsk, Kamchatka.

Over the grave a burial mound was made and a wooden grave marker (cross) was erected, inscribed in English and in Russian with his last name, surname and date of death.

A thorough cross-check of the data of the registration and operations department of Special Camp No. 188 and the Special Hospital No. 5951 has established the following:

1. BAILER Iogan Gustav, born 1911, a junior private, claimed American nationality, exposed as a German in October 1945, sent from Camp No. 188 on special train No. 98333 to Camp No. 69 in Frankfurt am der Oder for repatriation to his homeland among 496 prisoners of war, listed on the guards list as number 31, but no notes regarding his departure were found in the card file.

2. With regards to the prisoner of war BONER Karl Zheri, born 1919, according to operational documents of OChO Camp No. 188 he was also revealed to be a German and had Mexican nationality. In connection with this, he was taken for exploitation as an trained element for d-f under the nickname "merchant". The d-f on him was given to the Special department UMVD TO archives, in which there is information regarding the departure of BONER 20 July 46 from URO Camp No. 189 to Camp No. 69 in Frankfurt am der Oder for repatriation. Also, in a statistical report for July 1946, BONER was listed as a departee for Frankfurt am der Oder for repatriation to his homeland (see our stat report from the month of June 1946 for the list of learned element departees as number 5, but in guard lists of 20 July 46 for Camp No. 188, a prisoner of war BONER is not listed at being sent.)

Simultaneously, the Deputy Chief of Administration of Camp No. 188 requested clarification by his own will for the operational work of a Major AKSYUTIN (previously the assistant chief OChO Camp No. 64) and the authorized representative LOBANOV of these camps; the conduct of which is located within the exploitation of the prisoner of war BONER.

3. As regards the prisoner of war KHARVIS Arenberg, he is not listed on the registration cardfile at the former Camp No. 188, but he was sent from Camp No. 210 to camp No. 188 as number 227 on the guards list of 158 prisoners of war. He was listed as an American (the only American) and subsequently crossed off the list, along with 9 other names. Then on a dual-signature statement dated 6 June 1945 acknowledging the receipt of the train and its contents it is stated that Camp No. 188

recieved only 149 prisoners, and not one was listed as an American. Therefore, prisoner of war KHARVIS Arenberg did not reach Camp No. 188 and his location can be determined by asking Camp No. 21O.

4. Regarding the deceased prisoner of war KONRADI Dzhordzh - no notes were made on the guards list regarding his death, but the explanation was attached by nurse Sr. Sergeant TIMOFEEVA who was escorting the train on which KONRADI died. According to hospital No. 5951 no information confirming the death of KONRADI has been found and there is nothing about him in the registration [files].

The GUPVI of the MVD of the USSR urgently demands that you establish the whereabouts of American POWs who were earlier detained in MVD Camp No. 188: BONNER Karl Karl, born in 1919; and VAJLER Iogan Gustav, born in 1922.

A check of all the documents by us has established that BONNER and VAJLER were in fact held in Camp No. 188. They went through the appropriate screening, after which they were not listed as Americans, but as Germans, and were included by the Senior Operational Representative, Junior Lieutenant LOBANOV, on the list of POWs who were not subject to be sent for repatriation.

The prisoner BONNER, however, while passing through the d/f "trader" is listed in the rolls and index file of the Camp No. 188 registration account as having departed to Frankfurt am Oder for repatriation on 20 Jul 46, but there are no traces [of him] in the URO's transport list and card index of the departing [repatriates]. VAJLER is also not listed amongst those repatriated or sent or to other camps. Thus, the POW's VAJLER and BONNER have not departed Camp No. 188 and must be held in the camps of the Tobovsk Oblast, but during the search no traces [of them] were found.

With the receipt of this letter, I ask you to immediately begin a search and determine the whereabouts of the above mentioned POW's of Camp No. 188.

You are to simultaneously make an inquiry with the Operational Worker Junior Lieutenant LOBANOV, who earlier dealt with the Americans, as to how he knows about BONNER and VAJLER and establish in what documentation it was shown that the POW BONNER was repatriated on 20 Jul 46.

Considering the seriousness and importance of the decision on this matter, be forthcoming with the reply.

As a result of the questioning of the POWs, Khajm Fred and Sklej Dzhordzh, regarding the POWs you are searching for - Bonner Karl Karl born 1919, and Vajler Iogan Gustav, born in 1922, it was explained that at the end of 1945 or at the beginning of 1946, the prisoner Bonner Karl departed Camp No. 188 on a special transport train for one of the work camps (according to prisoner Khajm). Prisoner Vajler Iogan departed for his own country from Camp No. 188 in October 1945 (according to prisoner Sklej).

In addition, these POWs explained that the following POWs also know of Bonner Karl and Vajler Iogan: Brajling Genri (at the Kaganovich factory), Myuller Al'fred (at the st-ve? Sanitorie) and Dykh Ptefan (in the territory of former Camp No. 188) who are located in Camp section No. 2[cut off] of Camp No. 64. These people, who were also considered Americans, were held in MVD Camp No. 188.

I am reporting that the GUPVI, MVD USSR is receiving requests from the Ministry of Foreign Affairs, USSR and from other official organizations about the search for prisoners of war who are listed in the card index as being held in Camp No. 188. There are no records on [their] release from Camp No. 188 and the OPVI UMVD confirms that they could not have departed, although they are also not present in any of the camps in the Tambov Oblast.

For instance:

1. No. 8/2/4462 dated 28 Oct 46 (passed via "VCH") We inquired as to the whereabouts of the American prisoners KONRADI Dzhordzh, born in 1925 and BONAR Karl Karl, born in 1919, after their departure from Camp No. 188. It is highly intolerable that almost two months have been wasted since [we sent] our memorandum No. 8/2/5013 dated 30 Nov 46. Comrade Major KHVALENSKIJ, the Head of the GUPVI, reported in No. 1/II/2191 dated 24 Dec 46 that KONRADI Dzhordzh died on 6 Jul 45 and BONAR, Karl Karl is listed as having arrived at Camp No. 188, but where he went has not been established.

2. We inquired with No. 8/2/4791 dated 20 Nov 46 (passed via "VCH") as to the whereabouts of the American prisoners KHARVIS Arenberg, born in 1920, arrived at Camp No. 188 from Camp No. 120, and VAJNER Iogan Gustav, born in 1922, he arrived at Camp No. 188 from Camp No. 125. Major KHVALENSKIJ, with No. 1/II/2059 dated 28 Nov 46, reported that the prisoners KHARVIS and VAJNER are listed as having arrived, but it does not seem possible to determine to where they departed. To date, there has been no response to our repeat inquiry No. 8/2/5367 dated 20 Dec 46.

Having reported the above to you, I ask you to immediately reverify where the American prisoners of war KHARVIS Arenberg, VAJNER Iogan and BONAR Karl have departed, and report this to the GUPVI of the MVD, USSR. Send the registration file with the certificates of death and of burial for the prisoner KONRADI Dzhordzh who died on 6 Jul 45, while being transported from Camp No. 188 to Special Hospital No. 5951 (city of Kirsanov)

I am also asking that any remaining registration [files] of POWs from Camp No. 188 and Special Hospital No. 5951 be immediately put in proper order and point out to Comrade Major KHVALENSKIJ, the Head of the OPVI, the unacceptable sluggishness in completing our request.

I am reporting that the following prisoners of war:

were not held in camp division No. 11 in the city of Kirsanov nor are they presently held. Therefore, I must report to you that it is not possible [for me to know] the location of the above mentioned prisoners of war.

The GUPV of the MVD, USSR urgently demands that you establish the whereabouts of American POWs who were earlier detained in MVD Camp No. 188: BONNER Karl Karl, born in 1919; and VAJLER Iogan Gustav, born in 1922.

A check of all the documents by us has established that BONNER and VAJLER were in fact held in Camp No. 188. They went through the appropriate screening, after which they were not listed as Americans, but as Germans, and were included by the Senior Operational Representative, Junior Lieutenant LOBANOV, on the list of POWs who were not subject to be sent for repatriation.

The prisoner BONNER, however, while passing through the d/f "trader" is listed in the rolls and index file of the Camp No. 188 registration account as having departed to Frankfurt am Oder for repatriation on 20 Jul 46, but there are no traces [of him] in the URO's transport list and card index of the departing [repatriates]. VAJLER is also not listed amongst those repatriated or sent or to other camps. Thus, the POWs VAJLER and BONNER have not departed Camp No. 188 and must be held in the camps of the Tobovsk Oblast, but during the search no traces [of them] were found.

With the receipt of this letter, I ask you to immediately begin a search and determine the whereabouts of the above mentioned POWs from Camp No. 188.

You are to simultaneously make an inquiry with the Operational Worker Junior Lieutenant LOBANOV, who earlier dealt with the Americans, as to how he knows about BONNER and VAJLER and establish in what documentation it was shown that the POW BONNER was repatriated on 20 Jul 46.

Considering the seriousness and importance of the decision on this matter, be forthcoming with the reply.

A thorough cross-check of the data of the registrations and the operations departments of Special Camp No. 188 and the special hospital No. 5951 has established:

1. BAILER Iogan Gustav, born 1911, Junior Private, claimed American nationality, exposed as a German in October 1945, sent from Camp No. 188 on train No. 98333 to Camp No. 69 in Frankfurt am der Oder for repatriation to his homeland among 496 prisoners of war, listed on the guards list as number 31, but no notes regarding his departure were found in the card file.

2. With regards to the prisoner of war BONER Karl Zheri, born 1919, according to operational documents of OChO Camp No. 188 he was also revealed to be a German, and had Mexican nationality. In connection with this, he was taken for exploitation as an trained element for d-f under the nickname "merchant". The d-f on him was given to the Special department UMVD TO archives, in which there is information regarding the departure of BONER 20 July 46 from URO Camp No. 189 to Camp No. 69 in Frankfurt am der Oder for repatriation. Also, in a statistical report for July 1946 BONER was listed as a departee for Frankfurt am der Oder for repatriation to his homeland (see our status report from the month of June 1946 for the list of learned element departees as number 5, but in guard lists of 20 July 46 for Camp No. 188, a prisoner of war BONER is not listed at being sent.)

Simultaneously, the Deputy Head of Administration Camp No. 188, requested clarification by his own will for the operational work of a Major AKSYUTIN (previously the assistant chief OChO Camp No. 64) and the authorized representative LOBANOV of these camps; the conduct of which is located within the exploitation of the prisoner of war BONER.

3. As regards the prisoner of war KHARVIS Arenberg, he is not listed on the registration cardfile at the former Camp No. 188, but he was sent from Camp No. 210 to Camp No. 188 as number 227 on the guards list of 158 prisoners of war. He was listed as an American (the only American) and subsequently crossed off the list along with 9 other names. Then on a dual-signature statement dated 6 June 1945 acknowledging the receipt of the train and its contents, it is stated that Camp No. 188

I am reporting that the GUPVI, MVD USSR is receiving requests from the Ministry of Foreign Affairs, USSR and from other official organizations about the search for prisoners of war who are listed in the card index of those held in Camp No. 188. There are no records on [their] release from Camp No. 188 and the OPVI UMVD confirms that they could not have departed, although they are also not present in any of the camps in the Tambov Oblast.

For example:

1. No. 8/2/4462 dated 28 Oct 46 (passed via "VCH") We inquired as to the whereabouts of American POWs KONRADI Dzhordzh, born in 1925, and BONAR Karl Karl, born in 1919 after their departure from Camp No. 188. It is highly intolerable that almost two months have been wasted since [we sent] our memorandum No. 8/2/5013 dated 30 Nov 46. Comrade Major KHVALENSKIJ, Head of the GUPVI, reported in No. 1/II/2191 dated 24 Dec 46 that KONRADI Dzhordzh died on 6 Jul 45 and BONAR, Karl is listed as having arrived at Camp No. 188, but where he went to has not been established.

2. We inquired with No. 8/2/4791 dated 20 Nov 46 (passed via "VCH") as to the whereabouts of American POWs KHARVIS Arenberg, born in 1920, arrived in camp No. 188 from camp No. 120, and VAJNER Iogan Gustav, born in 1922, arrived in Camp No. 188 from Camp No. 125. Major KHVALENSKIJ, with No. 1/II/2059 dated 28 Nov 46, reported that The POWs KHARVIS and VAJNER are listed as having arrived, but it does not seem possible to determine to where they departed. To date, there has been no response to our repeat inquiry No. 8/2/5367 dated 20 Dec 46.

Having reported the above to you, I ask you to immediately recheck to where the American POWs KHARVIS Arenberg, VAJNER Iogan and BONAR Karl have departed and report this to the GUPVI of the MVD, USSR. Send the registration file with the certificates of death and of burial for prisoner KONRADI Dzhordzh who died on 6 Jul 45, while being transported from Camp No. 188 to Special Hospital No. 5951 (city of Kirsanov)

I am also asking that any remaining registration [files] of POWs from Camp No. 188 and Special Hospital No. 5951 be immediately put in proper order and point out to Comrade Major KHVALENSKIJ, the Head of the OPVI, the intolerable slowness in carrying out these requests.

I am reporting that the prisoner of war KONRAD Dzhordzh, born 1925, American, died from dystrophy during transport from Camp No. 188, station Rada to the Specialized Hospital No. 5951 in the city of Kirsanov, on 6 Jul 45.

As concerns the prisoner of war BONAR Karl Karlovich, born 1919, he is mentioned in the card index from Camp No. 188 as having arrived from Camp No. 120 on 1 Aug 45, but no one under that name is listed as having departed [the camp] and he is not present [in the camp]. In all probability, the prisoner of war BONAR was uncovered as having taken on a different nationality and last name and has already been sent somewhere under a different last name.

Presently, it is not possible to clarify [this] as Camp No. 188 has been closed.

As a result of the questioning of the POWs Fred Khajm and Dzhordzh Sklej, regarding the POWs you are searching for - Karl Karl Bonner born 1919, and Iogan Gustav Vajler, born in 1922, it was explained that at the end of 1945 or at the beginning of 1946 the POW, Karl Bonner, departed Camp No. 188 on a special transport train for one of the work camps (according to POW Khajm). The POW, Vajler Iogan, departed for his own country from Camp No. 188 in October 1945 (according to POW Sklej).

In addition, these POWs explained that the following POWs also know of Karl Bonner and Iogan Vajler: Genri Brajling (at the Kaganovich factory), Al'fred Myuller (at the st-ve Sanitorie) and Ptefan Dykh (in the territory of former Camp No. 188) who are located in camp section No. 2[cut-off] of Camp No. 64. These people, who were also considered Americans, were held in MVD Camp No. 188.

At the same time we are reporting that the Operational Worker Junior Lieutenant Lobanov found that POW Karl Bonner's departure was indicated in the card index of the operations/registration [section] of Camp No. 188. This is based on a memo from the registration section.
