The next paper focuses on the Federal Government's response to the serious juvenile offender: the Serious Habitual Offender/Drug Involved (SHODI) program. The series includes an address by Secretary of Education William Bennett on police officers as parents, a discussion of the Tampa Police Department's experiences in returning to a community-based patrol system, and crime prevention tips for the elderly drawn from a handbook produced by the Wayne County, Mich., sheriff's department.
