Bounty hunters: great idea, provide sufficient ecomomic incentive for those with technical skills to hunt down violators. This would be less expensive for government and probably more effective. So far I have seen NO decrease, but rather an increase in SPAM (90% of my email is SPAM). Particularly offensive are those who FORGE RETURN ADDRESS, so even use my OWN EMAIL, so my bounce program just bounces to ME! I would support the death penalty for this one, or at least life in prison. This is the worst kind of lie, just below child abuse in my book. SUBJECT LINE labeling is the most effective way to permit consumers to filter their own mail.
