1. As an administrator of a non-profit email filtering service web site (spamgourmet.com), I see that the amount of spam we receive and delete has steadily increased since the CAN-SPAM Act. Hence the Act is not effective. Our 6-months statistics are available upon request. 2. Most spam these days is coming from consumer-owned Windows PC infected by one of several worms that use the machine's Internet access to forward spam. The PC owners are mostly unaware of the problem. 2A Remedy: ISP should be required to monitor and limit the amount of outgoing email coming from their subscribers. 2B: Aggravated violations: firms advertizing products through this method should be considered as guilty of aggravated violations.
