China Guangdong Urban Environment Project Expression of Interest Consulting Services

This procurement notice follows the General Procurement Notice for this project, which appeared in the UN Development Business No. 622 of Jan. 16, 2004..

The Government of the People’s Republic of China has applied for a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of the Guangdong Pearl River Delta Urban Environment Project, and it intends to apply part of the loan proceeds to eligible payments under the project for detailed design preparation, design reviews and certification reviews and construction supervision for wastewater treatment plants, and a hazardous waste treatment facility including an engineered hazardous waste landfill.

Among other components, the project will finance construction of two wastewater treatment plants of capacity 200,000 m3/day each, and a regional hazardous waste processing center and landfill of 50,000 tons/year capacity.

The following consultant services are required:

For the Guangzhou Wastewater Treatment Company
(i) Design review and audit certification for two 200,000 m3/day wastewater treatment plants and a new trunk sewer network of about 500 km in six drainage basins.
(ii) Construction supervision of the works under (i) above, under the FIDIC terms

For the Hazardous Wastes Management Center
(i) Design review and certification, and construction supervision services (i) above, under the FIDIC terms, for the hazardous waste facility including landfill
(ii) Preparation institutional and regulatory framework for hazardous waste management, and bid document to select an operator for management of the hazardous waste facility

The Guangdong Provincial Office for World Bank Project now invites eligible consulting firms to express their interest in providing the above services. Interested consultants must submit information indicating their professional capability and experience to perform the services. Such information should include brochures, description of similar assignments, availability of appropriate skills among staff, financial and technical resources, etc.

Selection of consultants will be in accordance with the World Bank's "Guidelines for Selection and Employment of Consultants by World Bank Borrowers-January 1997," and revised in September 1997, January 1999 and May 2002.

Interested consultants may obtain further information at the address below, during office hours, from 0830 to 1230 and 1330 to 1730 hours (local time) form Monday through Friday.

Expressions of interest in writing must be submitted to the same office on or before 1200 (local time) on Friday March 12, 2004.
