Beijing Development Planning Commission (BDPC) Public Announcement on the Pre-qualification and Call for Expression of Interest of Beijing 2008 Olympic Games Sports Venues and Related Facilities
The following information was announced publicly on Friday, October 25th, in Beijing:
The Beijing Development Planning Commission ("BDPC"), authorized by the People's Government of Beijing Municipality and entrusted by the People's Government of Haidian District and Shunyi District, is responsible for the Ownership Tender ("Tender") for the Beijing 2008 Olympic Games Sports Venues and Related Facilities through an Invitation-To-Bid ("ITB") process.
BDPC invites domestic and foreign legal entities that have a strong financial capability and broad experience in developing, managing and operating large-scale public infrastructure projects to participate, individually or as a consortium, in the Pre-qualification and Call for Expression of Interest for the Tender.
1.Basic Information
Project 1. National Stadium:
The National Stadium project site is located in Beijing Olympic Green and has a construction area of approximately 145,000 square meters. A bid winner will be selected to jointly establish a project company with a company acting on behalf of the People's Government of Beijing Municipality to share the investment. The project company will be responsible for the investment, construction, operation and transfer of the project.
Tendering Agent: Guoxin Tendering Corporation Ltd.
Project 2. National Swimming Center:
The National Swimming Center project site is located in Beijing Olympic Green and has a construction area of approximately 50,000 square meters. The People's Government of Beijing Municipality will raise fund for the construction of the project. An operating company will be selected through this Tender process.
Tendering Agent: Three Gorges International Tendering Company Ltd.
Project 3. Convention Center:
The Convention Center project site is located in Beijing Olympic Green and has a construction area of approximately 230,000 square meters. The owner of the project will be selected through the Tender. The project owner will be responsible for the investment, construction and operation of the project.
Tendering Agent: China International Tendering Company.
Project 4. National Indoor Stadium and Olympic Village:
The National Indoor Stadium and the Olympic Village project sites are located in Beijing Olympic Green. The National Indoor Stadium construction area is approximately 40,000 square meters and the Olympic Village construction area is approximately 360,000 square meters. The two projects will be tendered as one project. The project owner will be responsible for the investment, construction, and operation of the projects, and for the transfer of the National Indoor Stadium.

Project 5. Beijing Wukesong Culture and Sports Center:
The Beijing Wukesong Culture and Sports Center site is located in the western part of the urban area of Beijing. It has a construction area of approximately 200,000 square meters. The owner of the project will be selected through the Tender. The project owner will be responsible for the investment, construction, operation and transfer of the project.

Project 6. Olympic Aquatic Park:
The Olympic Aquatic Park project site is located in the northeast of Xiang Yang Gate of Chaobai River, Ma Po Town, Shunyi District, Beijing and has a construction area of approximately 20,000 square meters. The owner of the project will be selected through the Tender. The project owner will be responsible for the investment, construction, operation and transfer of the project.
Tendering Agent: China International Engineering Consulting Corporation.
Project 7. Beijing Country Equestrian Park (Expansion):
The Beijing Country Equestrian Park is located in the southwest of Xiang Yang Gate of Chaobai River, Ma Po Town, Shunyi District, Beijing and has a construction area of approximately 50,000 square meters. A bid winner will be selected to jointly establish a project company with the current owner of the Beijing Country Equestrian Park. The project company will be responsible for the investment, construction, operation, and transfer of the project.
Tendering Agent: China International Engineering Consulting Corporation.
The applicant(s) may submit application for one or more projects listed above. Only applicant(s) who have participated in the Pre-qualification and Call for Expression of Interest process, and are thereafter selected, are qualified to participate in the next stage of the Tender.
2. Pre-qualification and Call for Expression of Interest Document Collection
1) Applicant(s) may obtain the document at

Date: October 28, 2002 to November 30, 2002 (excluding statutory holidays)
Time: 09:00 to 11:00; 14:00 to 16:00 (Beijing Time)
2) The representative of a potential applicant must present a Power of Attorney issued by the potential applicant, and enter into a Confidentiality Agreement with BDPC, fill out an application form, and pay a non-refundable fee of RMB 6,600 (Six Thousand Six Hundred RMB Yuan) per set per project or US$800 (Eight Hundred US Dollar) per set per project.
3. Pre-qualification and Call for Expression of Interest Application Submission
Applicant(s) shall submit all the application documents in a sealed envelop to the Olympic Projects Office before 16:00, December 28, 2002 (Beijing Time). The envelop shall be marked with the name and number of the project.
4. Collection of the application documents and delivery of the application must be made in person.
