I am not in favor of a National Do Not Email Registry. If emailers followed CAN-SPAM and only mailed with permission, we wouldn't have a problem in the first place. Second, Forward to a Friend campaigns are valid and have a place. I have yet to be offended when receiving one of these messages from a friend. This is not the source of the SPAM problem.
