The purpose of the DO NOT CALL REGISTRY is very clear; citizens do not want businesses calling them at all. The only time it is OK to call is if returning a specific call (or other inquiry) previously made by the citizen. In NO CASE do citizens want to be called by computers! Do not change the application of the law in any way.
