This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. Solicitation Number 07-0247565 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions are those in effect through FAR Circular 2005-17, effective May 15, 2007. It is the offeror's responsibility to be familiar with applicable clauses and provisions. This RFQ is issued under full and open competition and is restricted 100% to Small Business Competitiveness Demonstration Program as defined in the North American Industrial Classification System (NAICS) code 333313 and the small business size standard is 1,000 employees or less. Award will be made to one vendor. The Federal Bureau of Investigation (FBI) has a requirement to purchase one folding and inserting system. The system shall have the following specifications:- Easy to use graphic user interface

- Flexible feeding options including: Manual feeding, feeding of prefolded items, able to feed letter and flat size envelopes as outer envelopes, high capacity sheet feeders, linkable feeding trays to increase capacity and high capacity envelope feeder up to 500 envelopes.

- Up to 25 sheets in a flat envelope

- Power stacker for machine output

- Monthly volume of 100,000 - 120,000 capability

- Easy Change over between jobs (no tools required, etc.)

- six feeders minimum

- multiple job performance

- minimum size of envelops of 6.37 x 3.5 up to 10.5 x 6.5

- flat envelopes up to 10.5 x 13

- Must not require external air source

- incline folder to include the following folds: C, Z, single and double with a folder capacity of up to 8 sheets

- adjustable height work base

- service contract to cover parts and labor for 12 months

A written notice of award or acceptance of an offer, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offeror's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawl is received before award. Offeror shall include a completed copy of FAR 52.212-3 with its offer. FAR 52.212-4 and 52.212-5 apply to this solicitation. FAR Clauses are available at www.acpnet.gov/far. Interested parties should identify their interest and capability to respond to this requirement by submitting a quotation to the office listed below, no later than COB on July 6, 2007. Questions regarding this RFQ should be submitted via email only no later than Monday, June 25, 2007. This requirement will be awarded as a commercial item in accordance with the FAR, Part 12.6
